SSC Composition At the elementary level the council shall be constituted to ensure parity between (a) the principal, classroom teachers and other school personnel; and (b) parents or community members selected by the parents. At both the elementary and secondary levels, classroom teachers shall comprise the majority of persons represented under category (a). California Education Code 52852 3

SSC Composition: Elementary Any school which has two or more grades in the K-8 grade span: 10 member minimum No maximum but must ensure parity One half staff and one half parents/community members Staff includes: principal, majority of classroom teachers, other staff 4

SSC Composition: Secondary 12 member minimum No maximum but must ensure parity One half staff, one fourth parents/community, and one fourth students elected by their peers Staff includes: principal, majority of classroom teachers, other staff “A School Site council, at the middle school level may, but is not required to, include pupil representation.” [EC, Section (33133)] 5

SSC Elections Review the Bylaws FIRST Notify group of election process no less than 72 hours in advance Allow group to nominate self/others Place name and biography (parents/community) on ballot Provide opportunity for “write-in” candidate Establish process for the distribution of ballots as per bylaws Elections may not be conducted electronically Sample Election Process 6

SSC Elections Notify classroom teachers of the nomination process Allow classroom teachers to nominate self/other classroom teachers Place name(s) on a ballot Provide an opportunity for a “write-in” candidate Establish a process to assure that all teachers receive a ballot Utilize teachers or an election committee to count ballots Sample Process: Classroom Teachers 8

SSC Elections: Classified personnel (e.g., clerical, instructional, custodial and food services staff, noon duty) Administrative personnel (e.g., vice principals, certificated administrative assistants) Certificated support staff-not assigned as a classroom teacher of record (e.g., counselors, resource teachers, push in/ pull out) Itinerant staff (e.g., translators, nurse, psychologist) “Other” School Staff 9

SSC Elections The term “parent” includes a guardian A “parent” CAN be an employee in the district, but CANNOT be employed at the school in any capacity (e.g., noon-duty, recreational assistant, substitute). If employed at the school site, they will have to be elected as staff member There is no requirement for inclusion of community members. They are permitted but not mandated Elections can be conducted at Back to School Night with at least 72 hours notice. SSC Elections In secondary schools, one-fourth of the SSC members must be students. Students bring a different kind of practical experience to the SSC. They are recipients of school services and they offer a range of opinions often distinct from adult perspectives. The school principal is responsible for developing a process where students are able to elect students to the SSC. Student Members 11

SSC Elections The student member positions shall be elected by the entire student body. During the month of September, nomination forms will be made available to students. All students nominated by their peers MUST accept the nomination prior to their name being placed on the official ballot. Once the official ballot has been created, the currently enrolled students will vote for three (3) student members. The three students who receive the most votes will be the student members; the student receiving the next highest number of votes (fourth highest) will be the student alternate. Student Members 12

SSC Elections Recordkeeping Results and process of the election is maintained in the SSC binder Include the following information: Call to Nominations Process – Date distributed, closed Elections Process – Date conducted, conducted via mailing or at Back to School Night, etc… Positions open for election Record of Nominees and number of votes each received Best Practices require a site to keep all Election Documentation including Final Tally Sheets (Compliance) 13

Original SSC Roster Due 11/1/13 to MAR Department Excel Document with tabbed pages Identify the SSC Chair and DAC Representative Complete the roster provided by MAR in Excel Submit the roster with original signatures to MAR The meeting dates should run from October/November through the following October/November Keep a copy of the original roster in SSC Binder Create a copy of the SSC roster that omits SSC member addresses and phone numbers to be available to the public Membership is from 11/1 to 10/31 of the following year. 14

Title I Requirements It is the Principal’s Responsibility to Conduct the Title I Parent Involvement Meeting Must be Held Annually Informs Parents of Schools Participation in Title I Programs Explains Title I Requirements Explains Parental Rights to Involvement in Title I Programs Reviews Schools Student Achievement Data and Determine if Title I Funded Supports are Effective Must be Scheduled Early in School Year at Place and Time Convenient to Parents Must Send Verification to MAR upon Completion 16
