3 NEPAD Framework, 2001 Para 48 At a principle level, Africa’s leaders have agreed to address these challenges through collective action …….. “ The NEPAD “ will establish a forum of African countries so as to develop a common African position on ODA reform, and to engage with the Development Assistance Committee (DAC) of the OECD and other donors in developing a charter underpinning the development partnership. This charter will identify the Economic Governance Initiative as a prerequisite for enhancing the capacity of African Countries ………… Among specific “Actions” – “constitute an ODA forum for developing a common African position on ODA reform, as a counterpart to the OECD/DAC structure”……..

4 High level mandate of 14 th and 15 th African Union Summit (Feb and July 2010, Addis Ababa & Kampala) At an Action level - Africa’s leaders have agreed to address these challenges through collective action on CD and DE……… Endorsement of the NEPAD Capacity Development Strategic Framework (CDSF) … as Africa’s common reference and policy guiding framework on capacity development …… “ Evidence-based knowledge and Innovation” Cornerstone The establishment of a multi-stakeholder forum on development effectiveness focusing on SSC and AE with Capacity Development as a core driver ………

5 Why is APDev needed? ….. Knowledge related capacities Because all Africans and Africa’s partners are ready to work much closer together towards the Continent’s renewal in developing capacity for results delivery Because there is need for a common knowledge base on what works and what does not in Africa’s context Because new inclusive and innovative ways are needed to collectively take on Africa’s development challenges and all development stakeholders need to contribute

7 APDev works on Capacity Development, as a Core to DE (SSC, AE) towards ● Empowered institutions that more effectively deliver results ● A more systematic improvement of individual and institutional capacity, supported by effective policy frameworks Concretely, this means: APDev is publishing a report, assessing Africa’s capacity as a baseline to more effectively address capacity needs in all African countries APDev actively supports the development of capacities in African institutions, i.e. RECs, through targeted and practical monthly training and knowledge exchange sessions Further raise the importance and need to integrate capacity development into national and regional development plans and processes for DE.

8 APDev works on Aid Effectiveness, towards ● A common voice on development in Africa ● More effective use of development resources APDev is organizing Africa’s collective input into the High Level Forum IV in Busan through a Consensus Statement APDev works with African institutions on cross-border issues such as Trade Facilitation, Infrastructure development etc Concretely, this means: ● Use of Aid to assist build, nurture, harness & utilize African capacities (CD)

9 APDev works on South-South Cooperation, towards ● Mutual learning of what works and what does not work in development ● More effective knowledge sharing across institutions, countries and continents APDev is capturing and publishing case studies on Africa’s experience in collaboration and cooperation across countries APDev fosters knowledge sharing across institutions through regular hands-on knowledge exchange dialogues on how to effectively address development and capacity challenges Concretely, this means: Mapping SS exchanges across Africa and reinforcing RECs role as a primary SS mechanism within AU architecture for intra Africa cooperation

10 So, what is APDev? …… With CD as core …… it is …. ● A multi- stakeholder forum ● An African-country-led mechanism with an active role for RECs’ ● An integrated community of practice ● A knowledge base & mutual learning hub ● A network for knowledge, policy & practice links

11 APDev consists of two basic inter- related building blocks: EXPERTISE Knowledge Repository (online database) Community of Practitioners working for Africa’s Development Capacities for: Knowledge sharing and collaboration, in both virtual & physical spaces. Capacities for: Reporting, Statistics, Case studies, guides, check lists, etc.
