2 PRE-UNDERWAY Facility Pre-Underway Checks

3 FACILITY PRE-UNDERWAY Before the start of any underway patrol, the facility and crew must conduct a pre- underway check of the facility and crew which should include: (NOTE: It is suggested that a written form be used so as not to miss anything)

4 CREW The crew is checked for: 1.Physical Condition: Are there any limiting factors with any member that would jeopardize the mission? 2.Rest: Is the crew well rested? 3.Time Constraints: Does crew have any? 4.Uniforms: Is the crew in the same proper uniform?

5 CREW 5.Use the GAR model for a TCT review: a.Use the highest score in each area given by each of the crew. b.Are you in the green? c.If not what can be done to lower the score?

6 CREW 6.Be sure that all crew members know they can raise concerns of safety and are free to ask for clarification at any time 6.Is any member wearing jewelry that would be a hazard? 6.Does each crew member understand their assignment and duties?

7 CREW 9.PPE Gear: Check the required PPE gear for each crew : (Is each item attached with a cord that is at least 36”after tying) a.Proper type of PFD with proper markings b.Reflective tape on PFD c.Whistle attached d.Signal mirror attached e.Knife attached f.Safety light (strobe) attached g.All must have a PPIRB attached

8 CREW 10. Additional Items: In addition to the required items each crew may want to consider having the following: a. Flashlight b. Rubber (medical) gloves c. Sunscreen d. Sunglasses e. Pen/pencil and note pad

9 CREW f. In addition crew may want to have foul weather gear including a warm jacket and rain gear in the event it is needed. g. There should be ample food and plenty of drinks. (Water is extremely important especially in hot weather)

10 FACILITY 1.Orders have been obtained & onboard 2.Auxiliary patrol signs are properly displayed 3.US and Patrol ensigns are properly displayed 4.Charts onboard for the operating area 5.Navigation tools 6.Navigation Rules

11 FACILITY 7.Writing paper and pen/pencil 7.Supply of CG 4612 SAR Summary forms 9.Location and operation of all items and equipment required and onboard (See “Offer-of-Use” Inspection form. Owner should use a pre-printed list of these items to ensure that everything is covered.

12 FACILITY 10. With the crew review the operation and location of all equipment onboard including: a. Pumps c. Fire Extinguishers b. Radios d. Depth finder

13 FACILITY e. Operation of the engine controls f. Navigation lights g. Horn h. Electronic hailer/horn (if equipped) i. Radar (if equipped) j. GPS/Chart plotter (if equipped) k. FLIR (if equipped)

14 GENERAL Before getting underway check: 1.Fuel tanks are full 2.Engine oil (engine is full) 3.Spare oil onboard 4.Engine started and running properly 5.Engine shifts into forward and reverse (test while still tied up)

15 GENERAL 6. Use of the head (if equipped) 7. Does crew know how to hook up an astern tow on this facility? 8. Does crew know lines for bridle? 9. Does crew know lines to use for docking? 10. Does crew know lines for along side tow?

16 GENERAL 11. Does crew know use of the heaving lines? 12. Use of distress signals onboard? 13. Use of drogue/sea anchor? (if equipped) 14. Location and use of boat hooks? 15. Use of ground tackle?

17 GENERAL Consider having lists for crew use giving the location of the equipment on board. You may want to have pre-printed check-lists of various procedures for: Docking, stern towing, alongside towing, MOB, radio use, etc.
