2 Embassy of Sweden, Lusaka Background Regional Team established in 2002 to support a coordinated multi-sectoral response to address HIV, SRHR and human rights Delegated partnership with Norway for regional interventions in sub-Saharan Africa Complements Sweden and Norway’s bilateral and global support

3 Embassy of Sweden, Lusaka Implementation strategy Programme funding to partners, dialogue, technical support and information sharing Priority setting through five-year Strategic Plans Supporting 33 regional programmes covering 35 countries, US$ 53 million disbursed in 2013 Partners include RECs,CSOs, FBOs, UN Agencies and academic institutions

6 Embassy of Sweden, Lusaka The SADC experience Regional Team’s initial funding ( US$ 1.7 million in 2005) aimed at building the capacity of the HIV and AIDS Unit to implement the 2005-2009 HIV and AIDS Business Plan. Additional US 2 million disbursed A bilateral agreement with SADC and subsequently, a Joint Financing and Technical Cooperation Arrangement (JFTCA) signed with DFID, The Netherlands and UNAIDS

7 Embassy of Sweden, Lusaka The SADC experience cont/d Committed US$ 7 million basket funding in support of the implementation of the 2010-2015 HIV and AIDS Business Plan. Funding modality based on the principles of harmonisation, alignment and partner-driven programming Regional Team utilises the SADC ICP HIV and AIDS Thematic Group for planning and performance monitoring

8 Embassy of Sweden, Lusaka Achievements to date Development of minimum policy standards, frameworks, and guidelines –Minimum policy standards on HIV testing and counselling –Minimum Package of Services and Psychosocial Support Framework for OVC and Y. –Harmonised Surveillance Framework for the SADC Region SADC HIV and AIDS Fund to support innovative regional initiatives operationalised Functional platforms for creating synergy, sharing of experience, and agenda-setting

9 Embassy of Sweden, Lusaka Challenges Delays in dissemination, domestication and implementation of policies, protocols and guidelines by MS Dependence on external funding, sustainability concerns Decline in funding opportunities for regional HIV programming Tracking and reporting of outcomes at MS level yet to be optimised Slow progress in mainstreaming of HIV and AIDS within the SADC Secretariat Development partner support to SADC predominantly project-specific
