U.S. Department of Agriculture eGovernment Program 3 Unobligated Balances Update OCIO, OBPA, OCFO, and ASA worked together to request unobligated discretionary and mandatory funds This includes funding for several initiatives, including a common pool of funding for the Presidential Initiatives The request was forwarded to OMB, where it has received preliminary approval; USDA executives also met with House and Senate appropriations staff and received positive feedback on the request The unobligated balances team has determined that there are $21.7 million in funds that can be redirected; the team is currently working on allocating those funds to specific programs and initiatives Good News! First time this has ever happened after many years of effort. Reflects OMB’s promise to “get the Green you have to get to Green” Once this is complete, the request will be sent to the House and Senate Agriculture appropriations subcommittees for final approval

U.S. Department of Agriculture eGovernment Program 7 Resources Template We have designed a new template for Presidential Initiative leads to use to track requests for staff and financial resources as well as the actual amounts provided The template will serve a number of purposes: Provide a means to measure and track USDA’s contributions to the Presidential eGovernment Initiatives at the Department level (fairly real-time vs. quarterly) Provide input for the upcoming USDA eGovernment Scorecard Allow USDA’s Presidential Initiative leads to track requested vs. actual contributions over time The template is as streamlined as possible, automatically calculating FTEs from other staff time information as well as overall summary data A draft copy of the template—pre-populated with the latest data available to OCIO—has been handed out; an electronic copy will be sent via e-mail early next week Please fill out the resource information for your initiative for all years in which data is available. Indicate in comments if estimates.

U.S. Department of Agriculture eGovernment Program 11 Next Steps & Wrap-up OCIO is putting together a Presidential Initiatives status report for the Deputy Secretary Somewhat more detailed than the report sent to OMB in September Special, one-time OMB report had pre-empted this scheduled quarterly report, so we are assembling for release ASAP Initial data call is complete, but we may follow up for additional information if necessary Please review the resource spreadsheet, when you get it electronically include any additional or updated information, and return to the eGovernment Mailbox (egov@usda.gov) Next USDA Presidential Initiative Leads meeting will be in early December Details will be provided soon
