Lessons Learned Global Advocacy (before, during and after Round 7)

Successes: Technical Agencies: Geneva Advocacy Summit incentivised new technical guidance from WHO on: Strengthening Linkages between Family Planning and HIV Strengthening Linkages between Sexual and Reproductive Health and HIV, During the Rd 7 proposal development period WHO issued technical guidance and held regional workshops on SRH-HIV integration. These workshops utilised the CCM guidelines on SRH-HIV integration in Rd 7 proposals issued by Steering Committee members

Successes: Raising awareness on Technical Review Panel: WHO briefing to TRP included new technical guidance Members with SRH expertise identified and briefed Shadow Report issued before TRP meeting – interest from donor governments and technical agencies Steering Committee members had discussions with Chair highlighting proposals with SRH-HIV integration features from several countries

Successes: Replenishment Conference: Civil Society Forum featured panel on SRH-HIV integration and Gender initiatives SRH and Gender Recommendations from Civil Society Forum presented at Gender Side Event Gender Side Event informed language in Replenishment Communiqué Board Meeting: Gender Decision Point outlined Secretariat & PSC led process for development of Gender Strategy and recruitment of ‘gender champions’ - need to help articulate

Successes: Round 8 Guidance/Call for Proposals: Specifically outlines opportunity for funding of prevention services through integrated health systems especially for women and adolescents through RH services Epidemiological background includes indicators for consideration: Unmet need for contraception Birth assistance by qualified health workers

Challenges: Little input from Secretariat appointed SRH-HIV focal point TERG did not take up recommendation for RH indicators in 5 year evaluation More could have been done to brief Policy and Strategy Committee and Portfolio Committee members. Need to build ongoing relationships with advocates not only reach out during ‘crisis’ times. Numerous attempts to ensure SRH-HIV integration explicitly mentioned in Gender Decision point (and documents prior to it) were not taken up Apparent political barriers to getting RH indicators in M&E annex for Rd 8 Call
