What is Child Care Subsidy? Program designed to serve as many children as possible. Program to support the efforts of Kentucky’s welfare reform.

Kentucky’s CCAP Provided by the Dept. of Health and Family Services, Division of Child Care. Contracts with 5 Regional Service Agents Audubon CCAP, Region 1

Duties of CCAP Agency Determine parental eligibility Match clients to appropriate child care Assist families in finding quality child care Process CCAP payments to providers Address unmet child care needs in communities

How is CCAP funded? Federal dollars State dollars

Who is eligible for CCAP funds? Authorizations or referrals from Dept. of Community Based Services offices of Protection & Permanency or Family Support Working and post-secondary students meeting financial guidelines.

Income Eligibility Parents/guardians qualify at 150% of federal poverty guidelines Parents/guardians remain eligible at 165% of poverty guidelines Parents/guardians must have custody of child Child must be under 13 or meet a special needs or court requirement

Who chooses the provider? Parents

What are the providers requirements? Must be licensed or certified or registered Registered providers must be 18 years of age; not living with the child needing care; and not be the parent or step-parent of the child. Must meet all requirements for health and safety assigned by the Cabinet for the provider type

Licensed Facilities Type 1 or Type 2 Must meet all standards set forth by the Division of Licensing & Regulations

Certified Providers Provides care in their own home Must meet all standards set forth by the Division of Licensing & Regulations

Registered Providers Must be 18 Must not live with child needing care Must not be parent or step-parent Must pass a criminal abuse neglect check; a criminal background check, and TB skin test. Also, all adult members in the provider’s home must meet the same requirements

What to parents do to begin receiving CCAP benefits? Complete an interview/application with local CCAP advocate. Provide the following documentation

Rate Reimbursement Commonwealth of Kentucky reimburses at an urban and rural rate. Rates assigned by age: IT (Infant Toddler); PS (Preschool); and S (School-Age) Example: Urban IT = $19 Rural IT =18 for full day. Reimbursement at FD or PD (full or part day)
