Organizational Charter To preserve, protect and improve the watershed environment related to Cobbetts Pond, Canobie Lake, Rock Pond, Moeckel Pond and related tributaries by: Informing and educating residents of the respective watershed area (Residence District A) of the impact that residential and commercial development will have on the lake's and pond's in Residence District A and the corresponding problems and possible problem abatement alternatives. Working with the Town of Windham and their respective Boards to promote wise land use and property management within Residence District A to protect the quality and quantity of drinking water. Developing organizational relationships with other groups sharing similar objectives. Enlisting Residence District A residents in order to accomplish the objectives contained herein. Taking any other action to insure the protection of Cobbetts Pond, Canobie Lake, Rock Pond, Moeckel Pond and related tributaries.

Windham Zoning & Master Plan 2014 Windham, NH Zoning Ordinance Residence Districts are intended as an area district for residences: 603.1 Uses Permitted in the Residence Districts A: One single-family detached dwelling per lot 2015 Windham, NH Master Plan Residence A – (2,150 Acres) This district is intended for residential uses, primarily one single-family detached dwelling unit per lot; agricultural as an accessory use; accessory buildings and uses; accessory apartments; home occupations; and home-based day care. Watershed: A geographical area in which all water drains to a given stream, lake, wetland, estuary or pond. Within every watershed, water runs to the lowest point on that landscape – a stream, lake, wetland, estuary or pond. (NH DES). Think in terms of a funnel.

Residence District A With one exception, Windham, NH Zoning Ordinance limits development in Residence District A to one single-family dwelling per lot Rural, Residence B and Residence C districts allow for more than one single-family dwelling per lot, including Workforce Housing and Older Person Housing, which allow multi-unit dwellings per lot to be constructed in these districts

Residence District A Windham, NH Zoning Ordinance explicitly prohibits development of Workforce Housing (multi-unit dwellings per lot) in Residence District A Older Person Housing is permitted in Residence District A, which “allows” for multi-unit dwellings per lot in Residence District A

Residence District A By permitting Older Person Housing to be constructed in Residence District A, there is an inconsistency within Windham’s Zoning Ordinance and Master Plan related to permitted structures in Residence District A Windham, NH Subdivision Regulations states in Section 505 – “Subdivision plans shall conform to the substance and intent of the Master Plan and the Zoning Ordinance”

Residence District A Allowing multi-unit structures in Residence District A seriously threatens the water resources within Windham’s watershed environment
