GLTN BRIEFING AND PROGRAMME INTRODUCTION AND BACKGROUND ENHANCING TENURE SECURITY ON CUSTOMARY LAND TROUGH COMMUNAL LAND ASSOCIATIONS. Uganda Land Alliance( ULA) a consortium of civil society organizations and individuals, lobbying and advocating for fair land laws and policies. Over the past years ULA has been supporting pastoral communities in karamoja sub region to form Communal Land Associations(CLAs). o This sub region is characterized by three property regimes : common, state and private properties. Land is mostly held collectively by communities. o ULA envisaged formation of CLAs as the most viable option to protect land rights and enhance tenure security of communities in karamoja. o The legal framework in Uganda provided a firm ground for ULA to introduce CLAs to people of this sub region. FORMATION OF CLAs- WHY CLAs o Address threats to tenure security. o Optimal institution through which man and women can participate in land governance. o Tribal trusts promoted for purposes of guaranteeing continuity of benefits accruing to the entire community. o Involvement of women and youth to promote continuity and sustainability

GLTN BRIEFING AND PROGRAMME ULA achievements in formation of CLAs. o Capacity of members of traditional and formal administrative structures has been enhanced through training. o Sense of vulnerability and helplessness is slowly disappearing as people start feeling empowered to legally protect their land. o Involvement of women and youth in process of forming CLAs has empowered them and boasted their interest in land issues. o Promoted cooperation among stakeholders. o The experience can be replicated anywhere across the country where customary system of land ownership exists. Besides these achievements, ULA registered a number of challenges thus; o Low literacy and poverty levels in communities in karamoja. o Extreme climatic conditions that often results in drought and food shortages. o Difficulty in changing the patriarchal practices that marginalize women. o Land Administrative system not fully fledged. CONCLUSION The above initiative involves efforts of both formal and informal institutions. With favorable legal instruments in place non state actors can play a significant role in boosting acceptance of practices that protect the rights of vulnerable groups of people.
