3 What is Maintenance? Combination of all technical, administrative and managerial actions during the lifecycle of an item intended to retain it, or restore it to, a state in which it can perform the required function from EN 13306 – Maintenance Terminology

4 What is Operation? Opinions differ Here is one that seems interesting: Operations management (or Production Management) is defined as the planning and control of industrial processes to ensure that they move smoothly at the required level of capacity or quality.

5 Where are the limits? Generally we do not agree on the definition and boundaries for O&M –Inside ST –Inside the groups themselves Proposal of a framework Analysis of the ST-MA services under this definition

7 Difference between the O & the M Operation –Fast Response (seconds – minutes) –Stays within the design parameters of the process Maintenance –Slow response (hours – days – weeks) –Corrects deviations from the design parameters of the process

9 Control Room Operation –Monitoring of the Technical Infrastructure –Start – Stop (GTPM) –A little steering… Maintenance –First-line corrective intervention –Dispatching & coordination for corrective maintenance teams on the field Contractor resources –Interfaces with ALL contracts put in place by the groups in order to restore the process

10 Computing (1/2) Maintenance Corrective & Preventive –Data acquisition, transmission & display views and synoptics for the control room –Database & software applications TBrefDB,MP5, Authorisation Distribution System, ANS, etc… –Hardware workstations, servers, PLCs, etc… –23 other industrial control system’s software for other groups cooling plants supervision system, elect. network supervision, SPS smoke removal controls, etc… –Access card production equipment –ST Desktop equipment maintenance

11 Computing (2/2) Operation –No operation activities (well maybe some…) Contractor resources –Corrective & Preventive maintenance + modifications on industrial controls –C168 started 01/2001 (3y+1+1) –Lump sum reviewed 2x a year based on a predetermined price list –1 part-time CERN supervisor with various group linkmen –Weekly follow-up with group linkmen, control through MP5

12 Safety (1/2) Maintenance –Fire & Gas & Evacuation Detectors & control panels –All Access Control equipment Doors, barriers, sliding fences, Card readers, video cameras, PLCs and DBs –Corrective & Preventive maintenance actions –2 Stand-by duty services 24/365 Alarm Systems Access Control

13 Safety (2/2) Operation –No operating activities (done by TCR/CSA/PCR) Contracting –E066 contract started 10/2002 (3y+1+1) –Lump sum + KPI bonus/malus from MP5 –2 x 50% CERN supervisors –B1160 started in 01/2002 (5 years) –Lump sum –1 CERN Supervisor

14 Summary ST-MA provides many diverse O&M services to other groups in ST and outside ST –All different from each other –Makes it difficult to have one single person as “MA linkman” –3 maintenance contracts but many services provided by CERN personnel
