2 CED Application Reviewer Training Module Outline  Module 4 includes: – The basis for scoring the Organizational Capacity criterion – Guidance on evaluating each Organizational Capacity sub- criterion Organizational Profile Past Performance with Similar Job Creation Projects Staff and Position Data – Direction on how to score each sub-criterion – Quiz questions to gauge what you’ve learned

3 4.1 ORGANIZATIONAL CAPACITY – ORGANIZATIONAL PROFILE CED Application Reviewer Training

4 Organizational Capacity – Organizational Profile  Basis for scoring: Whether the application demonstrates that the organization, its staff, and its partners have sufficient overall experience to successfully implement the proposed project. – 10 points possible – Discussed on p. 42-43 of FOA

5 CED Application Reviewer Training Organizational Capacity – Organizational Profile Section FOA Evaluation Criteria Criterion is Fully Met if the Application… 1 The organization, staff, and partners have sufficient overall experience with past projects of a similar nature. –Includes descriptions of similar past projects where experience was gained and success achieved in program development and operations –Demonstrates that the combined experience of the applicant and any partner organization(s) demonstrates a capacity to successfully undertake the proposed activities and collaboratively implement the project

6 CED Application Reviewer Training Organizational Capacity – Organizational Profile Section FOA Evaluation Criteria Criterion is Fully Met if the Application… 2 For applicants that propose to partner with a more experienced CDC: Documentation of partnership with more experienced CDC partner(s). –Includes a description of a viable partnership with that CDC, including a workable strategy for the more experienced CDC to provide administrative, technical, and/or financial technical assistance –Demonstrates that the partner CDC has experience with activities similar to those to be undertaken

16 Organizational Capacity – Past Performance  Basis for scoring: Whether the application demonstrates that the applicant and all partner organizations have the experience necessary to successfully carry out the proposed project, including evidence of two similar projects undertaken by the applicant (or undertaken by the more experienced CDC, if applicable). – 10 points possible – Discussed on p. 43 of FOA

17 CED Application Reviewer Training Organizational Capacity – Past Performance Section FOA Evaluation Criteria Criterion is Fully Met if the Application… 1 Evidence of two similar projects undertaken by the applicant (or by the more experienced CDC) with quantitative and qualitative description of the impact and successful results achieved for each project. –Includes brief summaries of two similar job creation projects in the past, documenting the results achieved (number and type of businesses created or expanded, number and type of positions created, benefits generated by the project for low- income communities and individuals, and number of years of project operation and position availability)

25 Organizational Capacity – Staff and Position Data  Basis for scoring: Whether the application demonstrates that the individuals tasked with implementing the project have sufficient qualifications, experience, skills and abilities to successfully carry out the proposed project. Or, in cases where staff has not been hired, whether the application demonstrates an appropriate position description, recruitment strategy, and estimated hiring timeline. – 5 points possible – Discussed on p. 43 of FOA

26 CED Application Reviewer Training Organizational Capacity – Staff and Position Data Section FOA Evaluation Criteria Criterion is Fully Met if the Application… 1 Combined skills of Staff identified are qualified to carry out the proposed project. –Identifies and names key staff that will manage the project, coordinate activities and be responsible for achieving performance targets (may include both applicant staff and project partner staff)

28 CED Application Reviewer Training Organizational Capacity – Staff and Position Data Section FOA Evaluation Criteria Criterion is Fully Met if the Application… 2 Key staff together have appropriate experience with supervision, finance and business, and with the target population. –Includes resumes and/or biographical sketches showing that key staff have adequate supervisory experience, experience in finance and business development and management, and experience with the target population to successfully carry out their roles on the proposed project

29 CED Application Reviewer Training Organizational Capacity – Staff and Position Data Section FOA Evaluation Criteria Criterion is Fully Met if the Application… 3 For positions without key staff identified: Documentation of staff recruitment. –Includes position description, description of recruitment strategy and estimated hiring timeline

If staff have not been hired, does the application demonstrate an appropriate position description, recruitment strategy, and estimated hiring timeline?

31 CED Application Reviewer Training Organizational Capacity – Staff and Position Data  Points Available:  Scoring Guidelines: – 0 points = No staff or staffing plan proposed; or staff proposed are not qualified, experienced and/or available (OR, for staff who have not yet been hired, the recruitment process described is not likely to attract appropriate candidates when their skills are required for the project) Minimum 0 Maximum 5

32 CED Application Reviewer Training Organizational Capacity – Staff and Position Data  Scoring Guidelines(cont): – 3 points = Staff with related skills, but not sufficiently experienced in relevant projects or availability not certain (OR, for staff who have not yet been hired, the position description and recruitment strategy do not clearly target appropriately qualified and experienced candidates, and/or the hiring timeline may not have a person in place within the timeframe required for the project)

33 CED Application Reviewer Training Organizational Capacity – Staff and Position Data  Scoring Guidelines (cont): – 5 points = Highly qualified, experienced, and available staff in the industries of the project (OR, for staff who have not yet been hired, it is clear from the position description and recruitment strategy that the organization is seeking appropriately qualified and experienced candidates, and the hiring timeline shows that that person is likely to be in place within the timeframe required for the project)
