2. S1 - 2 WMD The Interior Ministry receives a report from Interpol that a known Austrian arms trafficker, Fritz Knodl, plans to travel to Chisnau in the near future. He is suspected of past involvement in the passage of nuclear materials and technology to several countries in the Middle East. A few days later, German officials quietly inform the government that they have information that Knodl is working on a deal to buy and sell enriched Uranium through an intermediary in Moldova. Two months later, Knodl applies for a Moldovan visa in Frankfurt, stating that he is visiting wine-makers in Moldova to discuss a business deal.

3. S1 - 3 WMD (Cont) Upon arrival, Knodl, staying at the Monte Hotel, is observed by the hotel staff meeting with two winery representatives, and later with an unknown Moldovan and and 2 Ukrainians also registered at the hotel. Police investigation determines that the Moldovan involved is a 70-year old retired nuclear scientist who 15 years ago worked on a Russian nuclear research program. The Ukrainians, who arrived two days ago from Odessa, are also nuclear scientists.

4. S1 - 4 WMD (Cont) A member of the local Russian mafia (a police informant) advises the police that the Ukrainians have asked him to meet a truck arriving in Chisnau from rural wineries. His job is and to transport the truck’s contents (8 cartons of wine, weighing 40 kilos each) to the Chisnau airport. The cargo is to be loaded on a private Swiss charter jet at 1430. The informant adds that he is to be paid $20,000 for his efforts. Customs and airport officials receive a flight plan and customs clearance requests for a private Swiss charter jet to land in Chisnau to pick up 4 passengers bound for Vienna (Knodl, the two Ukrainians and the retired Moldavian). The plane’s destination is Tehran.
