The CPUC Adopted the California Energy Efficiency Strategic Plan (September 2008) The CEESP includes workforce, education, and training (WE&T) as an important statewide strategic planning focus. Four WE&T Strategic Planning Strategies were identified in the CEESP: – WE&T Needs Assessment – WE&T Web Portal – WE&T Taskforce – Align WE&T Program Design with Educational Sectors

Statewide WE&T Taskforce Should be comprised of energy efficiency program administrators, the CPUC, and educational experts. Will fulfill administrative functions, including providing input for the needs assessment RFP and the development of the needs assessment itself Will continue to help implement the goals and strategies set forth in the CEESP

WE&T Web Portal Should include links to various demand side (DSM) related training programs and allow for a single point of communication for these programs. Should serve as a repository for all DSM training, educational conferences, and career opportunities Should be created and funded in collaboration with other appropriate entities Should be linked to the statewide energy efficiency web-portal

Align WE&T Programs for Educational Sectors Needs are best organized and approached by identifying the enabling or supporting educational sectors Five educational sectors have been identified: – Kindergarten - High School – Adult Education and Community Colleges – Technical Training and Trade Schools – Colleges and Universities – Organizations that Serve Minority, Low-Income, and Disadvantaged Communities

Statewide WE&T Needs Assessment Specific goals and objectives were identified for the needs assessment: – The needs assessment must also contain a resource inventory. – The needs assessment and resource inventory should be structured to produce short-, near-, and long-term workforce strategies to support each sector identified in the CEESP – The needs assessment will be completed by a third party consultant and managed by the CPUC and the IOUs in consultation with the California Department of Education

The CPUC Approved IOU Energy Efficiency Programs for 2010 - 2012 (D.09-09-047 / September 2009) WE&T Centergies Program - focuses on IOU training centers and the training they provide. There are 8 training centers throughout the state and IOU service territories. WE&T Planning - the strategic planning arm of the overall WE&T program approach. This sub-program facilitates implementation of the actions identified in the CEESP WE&T Connections - facilitates implementation of strategic planning goals within the educational sectors; K – 12, community colleges, adult education, and higher educations institutions. D.09-09-047 Provided Additional Guidance to the IOUs Regarding the WE&T Needs Assessment (September 2009) Findings of the completed Needs Assessment to be made public and served to numerous service lists Within one month of completion, the IOUs and Energy Division will host a public workshop to share the results and obtain input for strategies to incorporate findings into existing WE&T programs Within 60-days of the workshop, the IOUs will file and advice letter that details how needs assessment findings will effect their existing WE&T programs
