3. Starting from…  The Energy Strategy for Bulgaria adopted in 2002, the Energy Act and the EE Act.  This Twinning Project contributes to provide the adequate, effective and up-to- date instruments and knowledge in accordance with the Agency’s functions, using the best from Italian experience.

4. …the overall goal is  Legislative harmonisation in line with the acquis as well as to enhance the EEA staff capacity and operational tasks under the new Energy Efficiency Law.  Enhance the public awareness, information and positive attitude on EE /RES technologies.  Enhance EEA’s capacity to implement energy audits in industry and Certification of Buildings.

5. From 2006 to 2006 a Twinning Project But what is a Twinning Project? The main mechanism for helping the administrations of the EU candidate countries, with the support of EU Member States, to develop the administrative structures, human resources and modern and effective management skills needed to manage the acquis comunaitaire at the time of accession.

6. The main Components of this TP are... Component 1- Review/updating EE/RES legislation. Component 2 -Financial Incentives and Co- ordination with the other EE Agencies and NGO institutions.

7. The main Components of this TP are... Component 3 -Training - Energy Audits, Certification of Buildings and Information Campaigns. Component 4 -Tecchnical Specification

8. Implementation of the Action Key Activities Component 1 -Proposals to improve the EE Bulgarian legislation. Component 2 -Co-ordination with other EE Agencies and NGO institutions. Component 3 -Training: 2 Pilot Projects in Energy Audits Place: Sofia 5 Pilot Projects in Certification of Buildings Places: Sofia, Rousse, Haskovo, Varna, Plovdiv 1 Pilot Project in Dissemination Campaign Places: Sofia, Rousse, Plovdiv.

9. Main Performed Issues Component 1 Draft of proposals concerning to the Energy Efficiency Audits (namely climatization efficiency controls, energy audits, energy certification); Energy Management Services (namely Energy Manager appointment in public and private companies); and Energy Services Companies (namely ESCOs) were prepared by the TP.

10. Main Performed Issues Component 2 (I)‏ Activity 2.1 - Final Report of the main financial incentives to be considered in a suitable EE Policy was elaborated by the TP. In particular, ESCOs role and the analysis on the marked based instruments were also introduced by the above Report.

11. Main Performed Issues Component 2 (II)‏ Activity 2.2 - Reporting concerning to the Establishment of monitoring and reporting schemes was issued by the TP. Activity 2.3 - Co-ordination with other EE Agencies and NGO institutions is going to be concluded.

12. Main Performed Issues Component 3 (I) Activity 3.1 – The Seminars on EU Institutional aspects were held by MS experts. Activities 3.2 / 3.3 – Preliminary activities of the Pilot Projects for Certification of Buildings and Industrial Audits in the Cities of Sofia, Plovdiv, Rousse, Varna and Haskovo were performed. Technical University of Sofia and the EEA Staff have quite concluded the measuring phase under the supervision of the MS experts.

13. Main Performed Issues Component 3 (II) Activity 3.4 - Seminars and workshops for the information campaigns were accomplished by the TP Partners and Sofia and Plovdiv. On this path the TP during this Fifth Period is in Rousse!

14. Information campaign Method and planning of EE/RES information campaigns. The planning include dissemination activities to promote suitable energy saving behaviour/interventions in the Households, Commercial, Industrial, Buildings and Public sectors by energy sources and end uses.
