doc.: IEEE 802.22-08/0152r1 Submission June 2008 Gerald Chouinard, CRCSlide 2 Incumbent dabase query For each CPE location, the WRAN base station will need to query the incumbent database to identify the restrictions in the use of the TV channels by this CPE due to presence of local incumbent operation –the location coordinates of the CPE, the antenna height (AGL), the antenna azimuth and horizontal pattern will be provided to the incumbent database server –the database server will calculate the restrictions for each possible TV channel that the CPE can be tuned to based on co-channel (N), adjacent channels (N 1), taboo channels and potential intermodulation products falling in the wanted DTV channels, as well as local wireless microphone operation and local cable TV operation

doc.: IEEE 802.22-08/0152r1 Submission June 2008 Gerald Chouinard, CRCSlide 3 Incumbent dabase query (cont’d) The results of the query from the incumbent database server could be in terms of available and non-available channels at the CPE but will be more useful to the WRAN base station if it is in terms of the maximum EIRP that can be transmitted by the CPE in each TV channel (EIRP cap) –If the CPE needs an EIRP lower than the specified EIRP cap to establish a link with the base station, the CPE operation should still be allowed in the channel –The base station should have the flexibility of trading off the transmit capacity from a CPE with the possibility of using a TV channel by allowing the use of a more robust modulation level (e.g., QPSK rate: 1/2) resulting in a lower needed EIRP in order to meet the EIRP cap. Note that the incumbent database server could reside, as a proxy, at the base station to allow local calculations

doc.: IEEE 802.22-08/0152r1 Submission June 2008 Gerald Chouinard, CRCSlide 4 Incumbent dabase query (cont’d) A similar incumbent database query will need to be made for the WRAN base station as part of its planning process to enquire about the possible EIRP caps that would exist for the base station in various channels given its location, antenna height (AGL), azimuth and pattern. This query for the BS would be similar to a query for a CPE except that the antenna parameters would be different. Such query for the BS will need to be repeated to keep apace of any change in the incumbent environment that may result in a change in EIRP cap in various channels. This could be covered by the “push” technology proposed by Samsung The BS will have to abide by the EIRP cap if it wants to continue operating in the given channel: reduce its coverage, change its modulation, etc. … or change channel.

Note that the regulators in various administrations may decide that protecting the DTV broadcasting service may not need to include all the aspects considered here: –Co-channel interference (N) –Adjacent channel interference (N 1) –Taboo channels –Intermodulation products generated in the DTV receivers –Direct pick-up by local cable TV set-top boxes In such case, the calculation of the maximum allowed EIRP in each channel would be consequently simplified
