2 Specific inspection issues in the non-coal mining sector are focused on the following issues: 1.Handling of explosives, detonators 2.Safety of the quarry faces 3.Environmental and legal aspects 2014/03/29EUCOHS project Peter Roedel2

3 1. Handling explosives, detonators As explosives and the necessary detonators are real hazardous materials, the authorities‘ inspection measures concentrate on: Controlling the ability and permits to handle blasting material and detonators. Workers handling explosives are obliged to undergo regular training and re- examinations. Controlling the storage of hazardous material as well as documentating consumption and stored amounts. Ensuring that the necessary safety area around blasting place is respected. Usually 300 to 400m in all directions. 2014/03/29EUCOHS project Peter Roedel3

5 2. Control the safety of the faces A very important risk for the driver of a shovel or a wheelloader is rockfall from a height. The operator of a quarry can usually influence this hazard by drilling and blasting patterns. e.g.: In the event of geological problems, it may become necessary to clean the faces/wall of loose rocks. These may fall below. Another important aspect is to prevent rock-flight by blasting. This usually is caused by concentrations of explosives in the rock being too high due to earlier blasting problemes (excavations) or geological influences. One of the important responsibities of a mining inspector is the control of the safety of the mine-faces including their height, which is defined in the mining-regulations and in the mining authorisation. 2014/03/29EUCOHS project Peter Roedel5

6 3. Environmental and legal aspects The authorisation of a quarry has many obligations concerning environmental and legal aspects. Examples of very important issues are: Avoiding groundwater, Ensuring there are no oil leaks on the ground e.g., from compressors, trucks, other engines Making improvements to the quarry according to the obligations Adhering to the indications of the demand of authorisation and to the obligations in the authorisation, e.g., geometry of the quarry, height of faces, width of benches 2014/03/29EUCOHS project Peter Roedel6
