Open means more than Interoperable – it in many cases means interchangable.

Control is with the software developer not the customer. ApplicationBrowserPartner Information New Style Information is represented using a real open standard not under the control of a single vendor, and multiple applications can create and access it interchangeably. Control is with the customer not the software provider.

The Norwegian Minister of Modernization, Morton A. Meyer, presented new plan for information technology in Norway called “eNorge – the digital leap", where one of the points concerned open standards and open source. …  Within 2009 all new ICT- and information systems in the public sector shall use open standards.  Within 2006 a set of management/administrative standards for data and document exchange should be established  Within 2006 all operations in the public sector should have introduced plans for how they will use open standards, service oriented architecture and open source. … Meyer also said Proprietary formats will no longer be acceptable in communication between citizens and government. …’

13 Hertlein: Collaboration at it’s best - open standards and open source IBM Standards and Open Source 13 Lessons we learned about open  We were worried about quality; we shouldn’t have been  We gained a better understanding of the open source domain –Copyright complexities, Patents –License Ts and Cs  We gained a better understanding of the value and the costs –How to leverage –Where to contribute  We learned to balance open and proprietary – best of both  We learned to manage the risks  We learned it is important to have clear business and strategic reasons for using open source

14 Hertlein: Collaboration at it’s best - open standards and open source IBM Standards and Open Source 14 The move to “Open”  Every day, every week, every month, the world is becoming more open.  Key words to remember: “community”, “innovation” and “transparency.”  We continue to create and optimize business models to take advantage of open source, and get there before “the other guy” does?  There is no turning back: we will speed up or slow down, but there is no going backwards anymore.
