What is the Panel ? 6. Garda Vetting - Circular 63/2010 -Can be appointed provisionally pending Vetting -Must be vetted when taking up a new employment unless vetted in the same or previous calendar year -Applies to people being appointed from the Panel -Section 6 of the Appointment form

National Vetting Bureau (Children & Vulnerable Persons) Act 2012 -will commence later this year -puts vetting on a statutory basis -replaces GCVU with a new National Vetting Bureau -a teacher taking up employment with a new BOM after the commencement date will require a vetting declaration from the Bureau prior to commencement

Garda Vetting What will be the key changes from the teacher’s perspective? When entering a contract with a new employer an NVB disclosure will be required Disclosure required before starting work It will be an offence to let a new employee start without NVB declaration

National Vetting Bureau (Children & Vulnerable Persons) Act 2012 -a vetting letter from the GCVU will not be sufficient -the immediate impact will be on substitute teachers - watch out for new circular

CID’s Following a review meeting on Tuesday last, the Department has considered the position of a school with a teacher in a fixed term post that has been awarded a CID under the terms of the Ward Report (Circular 0023/2015) and now also has a permanent vacancy.

CID’s It is proposed that in such circumstances the permanent vacancy arising in a school between now and 2 November, 2015 can be filled by the CID holder subject to the following the permanent vacancy having been notified to the Panel Operator within the required timelines

CID’s This process will result in the school having a fixed term vacancy. The school is now also required to hold open its fixed term vacancy to cater for the redeployment of any surplus permanent/CID holding teacher that arises between now and 2 November, 2015. The vacancy that is being kept open can only be filled on a fixed term basis to Friday, 23 October, 2015

CID’S The Department will notify the school as early as possible in October whether this vacancy is required for the redeployment of a surplus permanent/CID holding teacher. If the post is required for the redeployment of a surplus permanent/CID holding teacher, the fixed term contract must cease on 23 October, 2015.

CID’s If the post is not required for the redeployment of a surplus permanent/CID holding teacher, it can be filled at that stage in the normal manner. The above arrangements in relation to CID holders will be kept under review by the Department to determine the appropriateness of also applying them for the 2016/17 school year.
