6 6 There are state, municipal and private vocational education institutions in Estonia. State’s VET institutions (30) are subject to the supervision of the Ministry of Education and Research. Study programmes are based on the VET-standard and the state curriculum for a certain profession. The state curriculum is based on the professional standard mutually agreed upon by the professional council of the national qualifications authority (Kutsekoda). Most of study programs are state commissioned – free for student. Ca 30 000 students in VET-schools. Study programs are commissioned based on regular assessment of labour market needs done by designated commission (Estonian Employers Association, Kutsekoda, trade unions, Association of Local Governments, MoER, MoSA, MoEC, MoF)

7 challenges and opportunities, example from recent history 7 From 1948 to 1979 - the school for leaders of USSR (High school of Central Commitee of CP) Kehtna School of Economy and Technology is situated at Kehtna, 65 km to the south-east of Tallinn At the present the school gives education in the field of technics and services, maintenance of cars and heavy machinery, mechanization of agriculture. At the same time school offers refresher courses for adults and consulting services for entrepreneurs.

8 New role of VET-centers – local centers of adult education Work-Related Courses in Vocational Education Institutions (Pilot-project 2006 - 2008) Short – term courses (up to 80 hours), Courses were chosen by taking into consideration school’s orders, local needs, labor force skills needs studies etc, Work-related courses as one category in state commissioned education (state ordered) 37 vocational schools Courses on more than 30 subjects. 8

9 2008 - 2015 Work-Related Training in VET-Institutions Training in Popular Adult Education Institutions System for recognition of previous education and work experience Modernisation of the study environment of Vocational Education Centres (26-30) Development of E-learning Main goals: Creation of learning opportunities Avoiding dead-ends Changing negative learning attitudes Activating new target groups and bring them in training 9
