2. 2 The Role of the Licensing Authority at MOITAL The Chemistry Administration is the central licensing authority in the MOITAL. Responsible for most items both in export and import requiring licenses. Export: MTCR cat.2 –civilian end user- covered under 4 th Schedule of “Free Export Order”. Export: AG- NSG – Dual use-”Import and Export Order (Control of Chemical, Biological and Nuclear Export), 2004”. Export: Wassenaar Arrangement – Dual Use “Import & Export Order (control of purpose goods, services & Technology Exports) 5766 – 2006”.

3. 3 Dual-Use Export Licensing The Control Order (Wassenaar) entered into force on 1.1.2007. Requires a license for export of goods, services and technology according to the Wassenaar list. Legal Authority: Director of Chemistry Administration, MOITAL. Licensing by MOITAL does not cover items under the supervision of MOD.

4. 4 Licensing Process Steps required for export license: Enter our website www.moital.gov.il/exportcontrol www.moital.gov.il/exportcontrol The site explains the processes of export control and the methods of filling in the necessary forms. The license forms have obligatory fields and information that needs to be filled.

5. 5 Licensing Process- cont.. After the completion of the electronic form it is sent to MOITAL (and is automatically transmitted to MOD and MFA). The license forms can be filled out both in Hebrew and English. Preliminary review by MOITAL followed by MOD and MFA reviews. Upon receiving approval from MOD and MFA ( a process that normally can take up to 20 working days) the Export License will be issued (or denied).
