2 Black Codes Anger Congress Black Code Laws severely limited the rights of freedmen. Blacks could marry & own some property but they were forbidden to vote, own guns, or serve on juries Violence against freedmen in the South were on the rise. Republicans in Congress were angry Radical Republicans vowed to take control of the Reconstruction from Johnson

3 Rise of the Radicals Two goals of the Rs Break power of wealthy plantation owners Wanted to ensure freedmen’s right to vote. Republicans pass the Civil Rights Act of 1866, which gave Blacks citizenship. 14 th amendment would grant citizenship to Blacks Congress tried to move so Supreme Ct wouldn’t rule on constitutionality of the Civil Rights Act

4 The Radical Program Radical Reconstruction is the period after the CW when Republicans had large majorities and could override any veto of the President Reconstruction Act threw out any state govts that had refused to ratify the 14 th amendments The South was divided into military districts governed by Union officers

5 Impeachment & a New President Johnson fired several officers who supported Radical Reconstruction Congress then tried to remove Johnson The HR set a trial for the impeachment, that is to bring formal charges against a President (high crimes & misdemeanors). HR voted to impeach but the 2/3rds necessary in the Senate did not happen After Johnson, the country elected Ulysses S. Grant 15 th amendment which forbade any state to deny any citizen the right to vote based on race, color…
