T.H. 23 / SOUTH SARATOGA STREET REDUCED CONFLICT INTERSECTION AND PEDESTRIAN OVERPASS PROJECT PROJECT HEARING June 10, 2014 City Council Presenters Glenn Olson, Director of Public Works/City Engineer Christopher M. Cavett, PE, Project Manager SEH, Inc.

Interregional Corridor Goals  IRC Goals › Maintain safe, timely, and efficient transportation service between regional centers. › Enhance economic vitality of the State.

Interregional Corridor Standards  IRC Performance Standards › 1-Hour average travel speed  55 mph average for TH 23  60 mph average for I-90 › Limited direct access along the corridor.  ½ mile full access spacing in-town  1 mile full access spacing in rural areas

Interregional Corridor Improvement Strategies  Reduce number of traffic signals  Consolidate access points  Add passing opportunities  Encourage development of local traffic alternative routes.

As part of the overall CIMS initiative and consistent with the Minnesota GO Vision, MnDOT provided $30 million through a competitive solicitation in 2013 to fund trunk highway projects that improve quality of life, environmental health or economic competitiveness.Minnesota GO Vision  CIMS Award $3,500,000  Total Project Cost$5,697,356  Year of Construction2015  45 applications1 of 10 funded  $100 million requested$30 million funded Corridor Investment Management Study (CIMS) Grant T.H. 23 / Saratoga Street

Alternate Intersection Designs  Reduced speed limits  Signalized Intersection  Roundabout  Vehicle overpass › with exit lanes › Without exit lanes Alternate Pedestrian Bridge & Sidewalk Design  Pedestrian underpass  Bridge location alternates T.H. 23 / Saratoga Street Reduced Conflict Intersection and Pedestrian Overpass (Revised Layout) N

 Improved safety—Studies show a 70 percent reduction in fatalities and a 42 percent reduction in injury crashes where RCIs are used.Studies show a 70 percent reduction in fatalities  A typical four-lane divided highway intersection has 42 possible vehicle conflict points. RCI's reduce conflict points to as few as 18. Reduced Conflict Intersection (RCI) Increasing safety; decreasing T-Bone (right angle) crashes Where in Minnesota are RCIs located? County Rd. 24, Willmar Hwy 169 and County Rd. 3, Belle Plaine Hwy 36 and Keats Avenue, Lake Elmo Hwy 10 and County Rd. 8, Becker Hwy 169 and 173rd St., Jordan MnDOT also plans to build additional RCIs in the next five years in Cologne, Cannon Falls, Vermillion, Zumbrota, Cotton, Ham Lake, Ramsey and Oakdale.
