2 Biofuels: Document CEPAL- FAO RLC Bioenergy, especially the biofuels, present opportunities and risks. Due to the hunger and poverty which still exist in the region along with the social inequality, the main risk in the region refers to the access to food security. In some countries, mainly in Central America, there are also risks in the grounds of availability of food (corn case) Climate change is an environmental independent risk Institutions and appropriate policies are required to maximize the opportunities and minimize the risks.
