What is a Time Study? The Random Moment Time Study is the tool Michigan uses to determine the amount of time school staff spend on Medicaid allowable activities. The results of the time studies are used to determine the amount of reimbursement Conducted by Public Consulting Group-State Contractor There are 4 staff pools: Direct Service Case Management Personal Care Administrative Outreach 2

What is my Role? When selected, you will receive an email notification from ClaimingSystem@pcgus.com notifying you of the date and time of your moment. The notice will include a link to the RMTS website. Step 1: Save your email notice as you will need the link that is provided. Step 2: At the exact date and time of your RMTS, make a mental note or jot down what you were doing. Step 3: As soon as possible after your moment, log on to the RMTS website and complete your moment. The state expects timely completion of the moments – within 48 hrs. 3

Time Study Questions You will be asked the following questions: Who was with you? What were you doing? Why are you doing this activity? Does the Student have an IEP/IFSP in place for the services your are performing? 4

Must Knows You may be selected during a time when you are not at work. The time study still needs to be completed. Upon logging in to the system, you will be prompted to select one of the following: o Moment was before or after workday o Unpaid or paid day off o Yes, I was working The participants are selected at random each quarter 12,000 time studies are required annually – this means you have a good chance of being selected each quarter, sometimes more. Your responses are coded by PCG - Please make sure you include enough detail so the answers can be coded correctly. 5

Examples of Designated Case Management (DCM) and Direct Services (DS) Time Study Responses 6 Incomplete or Brief ResponseComplete/Detailed Response after Follow Up Lesson plan (DCM and DS) Developing a health-related plan of care Compiling data for IEP (DCM and DS) Compiling medical evaluations and assessments for IEP Coordinating services (DCM) Coordinating medical services Paperwork (DCM and DS) Medical documentation, e.g., DCM or DS progress notes or documenting a medical plan of care Discussing student needs (DS) Discussing and coordinating student medical needs Organizing supplies (DS) Obtaining or setting up medical supplies for service delivery

Examples of Personal Care Service Time Study Responses Incomplete or Brief ResponseComplete/Detailed Response after Follow Up Sitting with a child while eating Supervising swallowing Putting on coat Assisting a child to put on their coat that is unable to dress him/herself Getting child on bus Assisting child to board bus that is unable to board without assistance Escorting student Assisting student with physical disabilities to move from classroom to classroom Assisting a student Assisting a disabled child with hygiene, clothing, toileting, ambulation, positioning, eating, etc. Working on IEP goals This is not personal care service Transitioning This is not personal care service Supervising as students prepare to go home If the supervision is over a group, this is not a personal care service. Note: If the clinician is doing one-on-one supervision or cueing, the response should be specific enough to allow the coder to code it appropriately. Eating lunch with child Assisting the child to self feed, setting up food for a disabled child Assisting a student as part of my daily routine Assisting a student with feeding, etc. as part of my daily routine Working with student in bathroom Assisting with toileting Sitting with student in circle Sitting with student as student needs physical support in order to participate in activity 7
