Project Objectives: Develop an approach for identifying public health criteria for certification of standards-based HIT products based on the Health Level Seven (HL7) Public Health Functional Profile Work with state and local public health agencies and professional associations to solicit their input in developing Public Health Functional Profile and defining certification criteria for interoperable clinical and public health information systems Participate with national certification entities representing public health interests 2011 PHDSC EHR-PH Task Force

The HL7 Public Health Functional Profile (PHFP) conforms to the HL7 Electronic Health Record System Functional Model (EHR-S FM) Release 1.1 and identifies functional requirements and conformance criteria for public health - clinical information collection, management and exchanges as they apply to the following public health programs (domains): Early Hearing Detection and Intervention (EHDI) Vital Records (VR) Cancer By Direct Care, Supportive and Infrastructure Functions 2011 PHDSC EHR-PH Task Force

The HL7 Public Health Functional Profile serves as the overarching profile for public health functions relevant to an EHR-S from which other PH profiles may be derived. For example, we envision that this profile will be expanded in the future to include additional public health domains, e.g., birth defects, electronic laboratory reporting, occupational health, immunization, communicable diseases, biosurveillance / syndromic surveillance, behavioral health, environmental health, and others. 2011 PHDSC EHR-PH Task Force

The HL7 Public Health Functional Profile will be used as a reference for certification of EHR systems that include functionality to support public health domains (programs). Specifically, we expect using this profile for developing certification criteria for EHR-S to support information exchanges for the EHDI domain. 2011 PHDSC EHR-PH Task Force
