4. Rise and fall of ECO ECO was introduced by DECC in early 2013, replacing CERT and CESP. It had three programmes: CSCO CERO Affordable Warmth

5. Need for LAs and HAs to work together Working together will: Pool resources and knowledge Develop larger schemes Improve budgets to attract Improve possibility of funding. Improve more hard to treat and energy efficiency homes.

6. How can this be done? Communicate - Arrange meetings and discussions with HAs working within your local authorities. Analyse - Work together to analyse how you can work together using unique skills and experiences. Have joint meetings with energy suppliers and energy companies. Pool budgets together.
