Russian Federation continues the work on securing the safety for the people and territories in implementing economic and infrastructural projects. This year one of the oil-producing companies of the Russian Federation plans to place the oil-producing platform in the open sea near the shore of Arkhangelsk. For planning and preparing for potential accidents involving the release of oil, to improve the international emergency management system and assure that response capabilities are effective in protecting people and the environment large-scale international rescue exercises will be held in Russia, near the coast of Dagestan and Kolmykia, September, 2011. Russian Federation continues the work on securing the safety for the people and territories in implementing economic and infrastructural projects. Exercises will be held in the framework of the EPPR working group activity on existing ice-resistant fix oil-producing platform of “LUKOIL” Oil Company in the Northern part of Caspian sea. This part of the sea gets frozen so the experience can be applied to the conditions of Arctic.

Subject of the Exercise: Organization of the joint actions of Agencies and Rescue Services of the Russian Federation, Azerbajdzhan and Kazakhstan in case of emergency situation caused by collision of tanker with the ice- resistant fix oil-producing platform and liquidation of its consequences. testing the preparedness of the management, forces and assets of Emercom of Russia, Coastguard of Russia, Ministry of Transport of Russia, Emercom of Azerbajdzhan and Emercom of Kazakhstan to emergency response; search and rescue of suffered in the sea; practicing the oil spills response and firefighting actions ; training of customs and boundary procedures in case of emergency response with the need for means and forces to cross the borders.

International observers were invited from USA, Norway and Canada – our main partners on the Oil Spills Agreement within the EPPR WG and pre Caspian states: Turkmenistan and Iran
