Review of Implementation of MDMS in WEST BENGAL (Primary + Upper Primary) (1.4.2013 to 31.12.2013) Part-I Ministry of HRD, Govt. of India 2
3
Best Practices Cooks are being paid Rs.1500.00 per month. Direct fund transfer through CBS from State to the Blocks, Municipalities & Municipal Corporations relating Cooking Cost & Honorarium to cooks. Centralized procurement of Dal, Spices and oil is done on pilot basis in one block of Murshidabad district. Supervision by teachers in School’s MDM has made dining organized. Monitoring system at the State level and involvement of BDO for maintaining rice quality is good. During examination times, school provides disposable plates when children do not bring their own plate. Emergency numbers are displayed on the walls of the school of Murshidabad District. Ministry of HRD, Govt. of India
4
Issues Delay release of funds from State to School level. Non-Payment of honorarium through bank account of CCH. Less utilization of cooking cost (58%) and food grains (53%) Less inspection of schools (only 56% schools) and unavailability of inspection registers in some of the visited schools by MI. Poor performances of School health program (64% of the enrolled children). Less coverage of working days in some of the districts like Hooghly(141 days), Howrah(131 days), Siliguri (122 days), Malda (121 days) and North 24 Parganas (117 days). Standard Menu & entitlement per child is not displayed. At few places kitchen and toilets are next to each other (JRM). Record maintenance at school and SHG level needs more attention. Excess use of fire woods in most of the places for MDM. Community participation is not up to the mark. Ministry of HRD, Govt. of India
