COMMITTEES SECTION WORKING DEFINATION OF HUMAN SETTTLEMENTS - NDP ENTIRE HUMAN COMMUNITY – city, town, village With all the social, material, organizational, spiritual and cultural elements that sustain it Consisting of elements and services PHYSICAL COMPONENTS Shelter: superstructures of different shapes, sizes, types & materials Infrastructure: networks designed to deliver to or remove from the shelter people, goods, energy or information

COMMITTEES SECTION SOUTH AFRICAN SETTLEMENTS TYPES Can be differentiated by a multitude of factors: Size Topography Economic divisions Historical consideration - spatially divided according to race and class Planned – e.g. “Traditional suburbs”, “townships” or “reserves” Unplanned – grow organically e.g. informal settlements, backyard structures

Human Settlements are complex social and economic phenomena which exist along an urban- rural continuum No commonly agreed definition of “urban” and “rural” and clearly defined physical & social boundary between urban and rural areas Urban and rural areas are economically, socially and environmentally interdependent Major differentiation in the actual form of housing and types of tenure

COMMITTEES SECTION QUALIFICATION CRITERIA A person qualifies for a subsidy if he/ She is: A lawful resident of South Africa or in possession of permanent residence status Legally competent to contract Not yet benefited from government assistance Previously owned a fixed residential property: May qualify for the purchase of a serviced site Rental accommodation

COMMITTEES SECTION QUALIFICATION CRITERIA (CONT…) Further requirements: Married or cohabiting Single with financial dependents – must reside permanently with applicant Single persons without financial dependents – apply for purchase of vacant serviced site or rental accommodation Monthly household income ( proof of income required): R0- R3500 - full subsidy R3501- R15 000 – Finance Linked Individual Subsidy Programme (FLISP)

COMMITTEES SECTION QUALIFICATION CRITERIA (CONT…) Further requirements: Persons classified as military veterans Persons classified as aged with or without financial dependents Persons classified as disabled – variation manual applicable Persons who are beneficiaries of the Land Restitution Programme: Serviced sites – may qualify for a housing consolidation subsidy Unserviced site – may qualify for a subsidy to service site and for the construction of a house

COMMITTEES SECTION NORMS & STANDARDS All residential developments undertaken through the finance provided in terms of the National Housing Programme must comply with: Acceptable housing to potential user – alternative technologies must be consulted Compliance with the following NHBRC standards: Residential structure Two bedrooms A separate bathroom with a toilet, shower and hand basin A combined living area and kitchen with wash basin A ready board electrical installation

COMMITTEES SECTION NORMS & STANDARDS (CONT…) Roof – must be durable and water proof Lighting – enough light to ensure safety Environmentally efficient housing Water efficiency Enhance thermal efficiency Energy efficiency Insulation Flooring – must achieve thermal efficiency Windows – ideally – must be north-oriented
