Amendments 16 - 21 Twentieth Century Amendments Part I

Amendment 16 l Income Tax l Gives Congress the right to tax income. l Does not have to be based on census l Based on a scale so it is fair and equal

Amendment 17 l Election of Senators l Two Senators from each state l elected by the people l six year terms l each Senator has one vote l anyone qualified to vote for Representative can vote for Senator l In case of vacancy governor appoints a replacement until and election can be held

Amendment 18 l Prohibition of Intoxicating Liquors l Manufacture, sale and transportation forbidden l passed at end of WWI l proved unenforceable l repealed by Amendment 21 - 14 years later

Amendment 19 - 1920 l Women’s Right to Vote l Took 42 years to pass l many states had already given women voting rights l passed in 1920 l Suffragettes - women who fought for the right to vote Lucretia Mott Susan B. Anthony Elizabeth Cady Stanton

Amendment 20 l Presidential and Congressional Terms l Lame Duck Amendment l shortened the time between when someone was not reelected or retired and when they left office l this prevents them from passing legislation that was not what their constituents want

Section 1 - 2 l President’s term of office will begin on Jan. 20 l Congress’s term of office will begin on Jan. 3 l Congress shall meet at least once every year l Meeting must begin at noon on Jan. 3 (unless they appoint a different day)

Section 3 l If the President-elect dies before taking office the Vice- President elect shall become President. l If neither a President or Vice President is elected by Jan. 20 the Congress will determine who shall act as President until one can be elected.

Section 4 l Simply states that if a candidate for President or Vice President dies following an election in which no candidate received a majority of votes - Congress will decide what to do.

Amendment 21 l Repeal of Prohibition l 14 years after Amend. 18 banned liquor l states could still ban alcohol if they so chose l Must be ratified in 7 years.
