6/4/2016 Licensing Requirements Bureau of Field Operations (BFO) licenses manufacturers, importers, distributors, and dealers of vehicles and motorcycles. The line-make assigned by NCIC consists of four letters. For example: “Shanghai Jmstar Motorcycles Co, Ltd.,” is a manufacturer with WMI “LJ4” and has a NCIC assigned line-make “JMST”.
