2 Why Are We Here Today? To describe the steps Burlington is taking toward becoming an approved, active municipal aggregaton To review the draft Aggregation Plan To answer questions from members of the Board Colonial Power Group, Inc.

(CPG): –energy consulting company –licensed electricity brokers Specialize in Community Choice Aggregation (CCA) Programs –Design: all phases of program creation –Implementation: get CCA up-and-running –Management: day-to-day operations of CCA CPG currently manages CCAs for 20+ communities in MA

4 Benefits of Community Choice Choice – No longer “stuck” with utility’s rates Control – Town sets its own energy goals Stability – Town can seek long-term rates No tax dollars used – No adds to staff No penalties for consumers – Opt out anytime NSTAR continues to be the billing and distribution company

5 How Does Aggregation Work? Majority vote of Town Meeting to authorize aggregation. (G.L. Ch. 164 § 134)- DONE Choose Consulting Firm – DONE Develop “Aggregation Plan” – Drafted by Colonial, needs Board of Selectmen approval – Jan ‘15 File Plan and related documents with DPU – Feb. ‘15 Address questions or issues raised by state agencies or NStar during DPU approval process – Mar ‘15

6 How Does Aggregation Work? Upon approval, solicit pricing offers from Competitive Suppliers – May ‘15 Execute Electric Service Agreement (ESA) with supplier – May ‘15 Commence local marketing/PR/education efforts – May ‘15 Manage opt-out process – June ‘15 Interface with supplier and utility to manage enrollment of participating customers – June- July ‘15
