PROJECT To develop and implement a plan to provide exposure of the West Point Leadership Theories to the employees of the Williamson County Sheriff’s Office.

PROCESS The development and implementation of this plan will be based on a process defined as the “Leaders Problem Solving Model”.

AREAS OF INTEREST What are the factors that have compelled an action from a leader?

Agency Growth The number of employees at the Sheriff’s Office has grown from twenty-six to two hundred eighty-nine since 1982. The number of Formal Leaders has increased from six to approximately sixty. Our employee population grows by approximately 25-35 employees each year.

Population Growth The population of Williamson County has grown from 70,000 to 250,000 in the last 20 years. University in East Texas - population is expected to double by the year 2010.

Financial Status The annual training budget for Law Enforcement Bureau is approximately $40,000. Law Enforcement Bureau has 164 employees. ($244.00 each) cost of training travel and lodging meal reimbursements

Current Training 24 hour “New Supervisor” course #3737 8 hours of leadership styles, role identification, ethics and counseling. 16 hours of commission rules, special investigative topics, civil rights and cultural diversity.

Condition of Society Current condition of society calls for more than the traditional reaction to crime and criminals, it calls for innovative problem solvers.

Organizational Goals Recognized as one of the ten safest counties in the United States. Recognized as most professional S.O. Reduce crime and the fear of crime. Improve the quality of life. Improve the trust and collaboration between the citizens and the Sheriff’s Office.

SELECT (continued) Adult Development - Selection of personnel based on desire and motivation to advance. Equity - If the S.O. is going to use APD as the “Comparison Other”, they will need to alter their inputs to match those of APD. Expectancy - My desire to participate in this project is based on the pursuit of org. goals (expectancy) and the satisfaction (valence) I will receive in reaching a personal goal.

SELECT (continued) Job Redesign - By providing instruction to the future classes, I will be combining new tasks with my current assignment and increasing my skill variety. Socialization - Classroom instruction is designed to shape the ideas and values of the students.

SELECT (continued) Group Development - My primary objective is to enhance the effectiveness of the S.O. employees as a group. Stress Management - No explanation needed. Bases of Power - Legitimate, Expert, Referent.

SELECT (continued) Shaping Organizational Culture - I intend to instill the values of the WPL Theories in all leaders within the organization. Building Social Capital - This class will create a large “Human Resource” pool to assist in problem solving activities.

ACTION PLAN Present proposal to the class. One page list of actions and due dates. Obtain copies of the WPLA course material from Craig Howard. Condense material to a 40 hour block. Discuss the limitations of class size and frequency with the administration.

ACTION (continued) Recruit a few leaders to assist me with the coordination of the classes and preparation of materials needed. Select personnel to attend & schedule first class. Prepare materials for students. Make list of final project topics.

ACTION (continued) Follow through with the instruction of the class.

ASSESSMENT Before class narrative of leadership and problem solving tools. After class narrative for comparison. Solicit information from the supervisors and subordinates of the attendees in regards to a change in performance. Feedback in the media.

ASSESS. (continued) Completion of the class itself. Review of the completed project proposals to determine if the students have learned how to effectively scan for AOI, Analyze the situation for connections with WPL Theories, Select strategies, develop a plan of action and develop a method for assessing their efforts.
