Out-Of-Compliance UES Measure Recommendations Part 1 – November Measures Regional Technical Forum November 19, 2013

What do our Guidelines say? Savings Guidelines: 2.6.1.4. Out-Of-Compliance – The UES estimates for these measures will continue to be RTF-Approved if a plan for bringing the measure into compliance is approved by the RTF within one year following the RTF determination that the measure is out- of-compliance. If no plan is approved within one year, the RTF will decide whether the measure should be de- activated.

OOC Measures Currently Sunsetting ● Commercial ○ Appliances - Dishwashers ○ Appliances - Ice Makers ● Residential ○ Heating/Cooling - PTCS Commissioning, Controls, & Sizing MH ○ DHW - Drain Waste Heat Recovery ● Grocery ○ Grocery - ECMs for Walk-ins ○ Grocery - Lighting - CFLs ○ Grocery - Lighting - T8s ● Agriculture ○ Variable Frequency Drives - Dairy ○ Variable Frequency Drives - Potato/Onion Shed 3

What has been done regionally? RTF Staff will attempt to update measures where sufficient data exists – No primary data collection, but will help analyze Surveyed region in March to prioritize out-of- compliance measures (results here)here – Checked with programs for evaluations underway Surveyed region in October specifically related to measures sunsetting in 2013 – Asked if data was available or if ok to deactivate 4

Measure Overview & Recommendations Regional Priority SectorMeasureSunset DateRecommendationRecommendation Reason 1Residential Heating/Cooling - PTCS Commissioning, Controls, & Sizing MH 11/30/2013 Remain Out-Of- Compliance Insufficient data to bring into compliance (Control strategy weightings for baseline case not found) 2GroceryGrocery - ECMs for Walk-ins11/30/2013 Remain Out-Of- Compliance Remaining potential is small for PECI program; OOC requirements can likely be met with program data and pending EER analysis. 2GroceryGrocery - Lighting - T8s11/30/2013Deactivate No incoming data; Regional survey indicates little interest in continuing; PECI sees very small remaining potential in programs it serves. 2AgriculturalVariable Frequency Drives - Dairy11/30/2013Deactivate No incoming data; Regional survey indicates little interest in continuing 3Agricultural Variable Frequency Drives - Potato/Onion Shed 11/30/2013Deactivate No incoming data; Regional survey indicates little interest in continuing 3GroceryGrocery - Lighting - CFLs11/30/2013Deactivate No incoming data; Regional survey indicates little interest in continuing; PECI sees very small remaining potential in programs it serves. 4ResidentialDHW - Drain Waste Heat Recovery11/30/2013Deactivate No incoming data; Regional survey indicates little interest in continuing 4CommercialAppliances - Ice Makers11/30/2013Deactivate Data provided insufficient to bring into compliance; Regional survey indicates little interest in continuing 4CommercialAppliances - Dishwashers11/30/2013Deactivate No incoming data; Regional survey indicates little interest in continuing Note: For regional survey, n=65, 42% of which were program administrators. 6

Measure Overview & Recommendations Regional Priority SectorMeasureSunset DateRecommendationStaff proposed plan to bring into compliance 1Residential Heating/Cooling - PTCS Commissioning, Controls, & Sizing MH 11/30/2013 Remain Out-Of- Compliance Staff will bring back research plan for either a planning or provisional measure once SEEM calibration for MH is completed. 2GroceryGrocery - ECMs for Walk-ins11/30/2013 Remain Out-Of- Compliance Update analysis with recommendation memo items once EER analysis is complete. Move to small saver category at that time. 2GroceryGrocery - Lighting - T8s11/30/2013Deactivate 2AgriculturalVariable Frequency Drives - Dairy11/30/2013Deactivate 3Agricultural Variable Frequency Drives - Potato/Onion Shed 11/30/2013Deactivate 3GroceryGrocery - Lighting - CFLs11/30/2013Deactivate 4ResidentialDHW - Drain Waste Heat Recovery11/30/2013Deactivate 4CommercialAppliances - Ice Makers11/30/2013Deactivate 4CommercialAppliances - Dishwashers11/30/2013Deactivate Note: For regional survey, n=65, 42% of which were program administrators. 7
