ISSUES Out of 35 districts, Honorarium to CCHs through e-transfer is being paid only in 4 districts viz. Ahmadnagar, Gadchiroli, Kolhapur and Latur. Absence of dedicated MDM cell at the State level. Only 30% MME funds utilized 4 districts in Primary and 9 districts in Upper Primary are poor performing. Mumbai poor performing – 66% Primary and 67% Upper Primary against enrolment. Health Check-up of 58% of children under RBSK. Cooking cost in advance is not received in all visited schools in Akola, Amaravati, Beed Yavatmal, Jalgaon,Nandurbar, Ahmadnagar as reported by MI. The delay ranges from 30 days to 3 to 4 months. Delay in payment of Honorarium to Cook-cum-helpers and 100% bank accounts of Cook-cum-helpers not opened in Akola, Amaravati, Beed and Yavatmal.(MI)

ISSUES Kitchen-cum-stores not constructed in 12 schools in Akola, 15 schools in Amravati and 14 schools in Yavatmal.(MI) In Mumbai urban MDM served to children was not hot as it was supplied by SHG/NGO (ISKCON) in normal container and not in hot case.(MI) In Govt. aided schools inadequate utensils due to huge number of enrolment. Serving plates were less than the required nos. in majority of schools.(MI) Due to non availability of food grains interruption was noticed in Yavatmal, Akola and Amravati.(MI)

Best practices Construction of Modular Pre-Fabricated Kitchen-cum-stores all over the State at a cost of Rs.74900/- per unit with a contribution of State Share of Rs.14900/- per unit. Procurement & supply of pulses & condiments with AGMARK quality to schools on monthly basis. Supply of storage bins for pulses and condiments in the school. Fire extinguisher installed in all schools. Sealed cooked Food samples found in all schools. Micronutrient syrup, protein powder and IFA tablets distributed by the State Government. State Review Mission constituted and visited 6 poor performing districts viz. Nandurbar, Nanded, Mumbai, Dhule, Aurangabad & Osmanabad. Social Audit conducted in two districts Latur and Pune.

Pre requisite steps for submission of AWP& B 2014-15 Plan should be approved by SSMC MeetingYes Release of funds through e-transfer from State / District to at least 50% schools. Yes 100% payment of honorarium shall be made to cook-cum- helpers on monthly basis up to the previous month of the PAB meeting through e-transfer to their bank accounts. Only in 4 districts out of 35 districts Annual and Monthly data entry for the FY 2014-15 should be completed up to the previous month of the PAB meeting. Annual-100% & Monthly 98% Emergency Medical Plan should be in place on the lines of the contingency plan of Odisha, which has already been shared with all States/UTs. State has its own Mechanism.
