GDPs in Support of SWAP Initial Concepts CDM A&D Meeting. January 24, 2001
2
24 Jan 01CDM A&D Meeting2 zThere are Two Goals in the Use of GDPs in Support of SWAP yReduce Airspace Demand yReduce Arrival Rates to Avoid Airport Gridlock Background
3
24 Jan 01CDM A&D Meeting3 Airspace Demand Reduction zWhen Severe Weather requires Flight Re- Routes, the overall airspace capacity in the region around the weather is reduced yFlight Demand on the Airspace must be Reduced yThis only affects flights near the weather
4
24 Jan 01CDM A&D Meeting4 Airport Demand Reduction zHowever, Severe Weather that is Close to a Major Terminal Area can Severely Limit the Departure Flow from the Airport ySince this can lead to Gridlock, the Entire Flow to the Airport must be Slowed yThis affects all flights destined for one of the affected Terminal Areas
5
24 Jan 01CDM A&D Meeting5 Solutions zPotential Solutions have been described by Rick Oisen yIncluding Various Uses of FSM or SMT zFocus Here on Specific Uses of FSM and Airport GDPs yWhat Can We Do to Improve GDPs in Support of SWAP With the Tools that we Have Today?
6
24 Jan 01CDM A&D Meeting6 Approach – Previous zGDP/SWAP Decision Guidance Flowchart zHistorical Airspace Demand Including Arrival/Departure Airports xBetween Centers xThrough Arcs xThrough Sectors xThrough Common FCAs zSuggested Airport GDPs with Rates xWhich Airports & What Rates Between Centers Through Common FCAs
7
Sample Reference Table for ZOB to ZNY Flows
8
24 Jan 01CDM A&D Meeting8 ATCSCC Personnel Input zCannot Readily Determine % Reduction of Airspace Capacity zMajority of SRV WX Events Become An Airport Event zNeed to Determine Departure Rate to Set Arrival Rate zKnown Factors Are Route Status / MIT
9
24 Jan 01CDM A&D Meeting9 Approach – Revised zHistorical Departure Demand yFrom Major Terminal Areas yBroken-Down by Departure Route zPredicte Departure Delays, based on yDeparture Fix/Route Closures yMiles-in-Trail Restrictions on Departure Fixes/Routes zAllow Determination of GDP Rate Based on Predicted Departure Delays
10
24 Jan 01CDM A&D Meeting10 Approach zUse Historical and ATCSCC Data to Provide Guidance for Specialists yAdditions to Playbook or other non-Software Product for Summer ‘01 yThe Guidance Can Be Used by Specialists to Determine xWhich Airports Need a GDP to Support SWAP xWhat Rates Should Be Used yReview & Revise
11
24 Jan 01CDM A&D Meeting11 Proposed Products zThe Guidance Will Cover Both the Airspace Problem and the Airport Problems zThe Following List Describes the Proposed Guidance Products: yGDP/SWAP Decision Guidance Flowchart yHistorical Airspace Demand Including Arrival/Departure Airports xBetween Centers xThrough Arcs xThrough Sectors xThrough Common FCAs ySuggested Airport GDPs with Rates xWhich Airports Should Have GDPs and What Rates Should be Used Between Centers Through Common FCAs Airspace Problem
12
24 Jan 01CDM A&D Meeting12 yHistorical Departure Demand xFrom Major Terminal Areas xBroken-Down by Departure Route yPredicted Departure Delays, based on xDeparture Fix/Route Closures xMiles-in-Trail Restrictions on Departure Fixes/Routes Proposed Products (cont.) Airport Problem
13
24 Jan 01CDM A&D Meeting13 Schedule zSpring 2001 yQuick Development of Paper Based Guidance zIn the Future / Summer ‘02 yGuidance can be Added to Existing or New Tools
14
ZOB to ZNY Flow
15
Sample Reference Table for ZDC to ZNY Flows
16
Sample Reference Table for ZOB to ZNY Flows with Excluded Centers
17
24 Jan 01CDM A&D Meeting17 What are the Scenarios? zAirport Problem - Whole Airport yStrategy: Run a GDP zAirport Problem - Single Fixes yStrategy: Run an Arrival Fix GDP zAirport Problem - Multiple Fixes yFSM Can’t Handle This Yet yStrategy: Run a Whole Airport GDP and Exclude Centers yMaybe Send an Advisory to Airlines to Avoid Substitutions between Fixes? zAirspace Problem - Away From Major Airport Flows yFSM Can’t Do Airspace GDPs ySMT is not Coordinated with FSM GDPs yStrategy: Run GDPs for Multiple Airports with FSM and Exclude Centers yEach Airport GDP Separate zAirspace Problem - Also Limiting Departures from Major Airports ySame Limits as Above yStrategy: Run GDPs for Multiple Airports without Exclusions yEach Airport GDP Separate
18
24 Jan 01CDM A&D Meeting18 Identify the Traffic Management Issue Is This a Single Airport Arrival Rate Reduction? Y N Is This an Airspace Capacity Reduction? Y N Run a Single Airport GDP TBD Will Airport Arr / Dept Flows be Reduced? N Y Run Multiple Airport GDPs by Airport Demand to Meet Airspace Cap Red (Use GDP/SWAP Tables) Run Multiple Airport GDPs to Avoid Gridlock at Vulnerable Airports Sample Decision Guide
