4 4 OBJECTIVE: SUB-MODULE 1 At the end of this sub-module, Bank staff should be able to:  Understand the basic concepts underpinning the logframe approach  Understand the importance of the RBLF as a project design and management tool  Identify features of a good Logframe RESULTS BASED LOGICAL FRAMEWORK TRAINING

Background  New RLF introduced in 2011 and applicable to all Bank operations.  Harmonization across agencies / OECD-DAC terminology and concepts and 4x4 matrix widely adopted  Series of training sessions on Quality Assurance tools for public sector operations organized by the Quality Assurance and Results Department (ORQR)

6 II. Definition  The log frame is a results-based tool used for the analysis, design, monitoring and evaluation of operations.  It expresses a theory of change, relying on the assumption of cause-effect relationships produced by a development intervention.  These relationships are expressed in the results chain: the allocation of inputs and the implementation of activities leads to the delivery of outputs, which contribute to the achievement of outcomes that influence a longer term development impact. 6 RESULTS BASED LOGICAL FRAMEWORK TRAINING

9 V. Features of a good logframe (1/2)  It provides a global overview of the development intervention. Development needs and objectives should appear « at a glance ».  User friendly tool, it facilitates understanding and communication among stakeholders.  It expresses the logical flow of cause-effects relationships that characterise the operation.  As a results-based instrument, it focusses on monitoring progress towards outputs and outcomes.  Indicators need to be SMART (Specific, Measurable, Achievable, Realistic, and Targeted) with baselines and targets as well as clear means of verification. 9 RESULTS BASED LOGICAL FRAMEWORK TRAINING

10 V. Features of a good logframe (2/2)  As a project design tool, it should be based on a collaborative process that engages all stakeholders.  As a management tool, it faciltates continuous progress monitoring and identification of corrective measures. A ny restructuring or change in the scope or implementation arrangements have to be reflected in the RLF.  It is a flexible and adaptable instrument. Indicators (targets) and risks should be periodically reviewed based on project implementation progress, development context and external factors. 10 RESULTS BASED LOGICAL FRAMEWORK TRAINING
