4 CUSTOMS ELECTRONIC INTERCHANGE – RAIL CARRIER ©2008 SARS Customs > MGP DefinitionWhat Customs law requires of you Information you are required to submit to Customs Details and Stipulations Rail Carrier - An entity who owns, operates, trains for the carriage of the cargo to a port or other place of discharge in the Republic. Section 101A and Rules - Electronic communication for Customs & Excise purposes. Register as a user to communicate electronically with Customs. Details concerning registration can found under Section 1.6 of the SARS EDI User Manual*. a)Submit a completed Form DA185.4A6 to Lehae la SARS, EDI REGISTRATION, 299 Bronkhorst Street, Nieuw Muckleneuk, for attention: Mrs. Rita Burger. b)Follow the EDI/PKI application procedure on SARS web site. Section 8 – Reports of cargo landed and unpacked and packed or loaded must be in the form and at such times as may be specified by rule. Rule 8.03 - RegistrationRegister as a cargo reporter (Form DA8), and enter into a user agreement* with Customs to transact cargo reports electronically. Submit completed Form DA8 B and DA8 B.01 to Mr. Johann de Goede, 4 th floor, Albany House, Durban. Rule 8.04 & 8.05– Submission of Cargo Reports, format and content. Submit cargo reports electronically in the format specified in the annexures to the SARS EDI User Manual # Rule 8.07 – Manifests.CUSCAR # – Customs Cargo Message. Master Manifest: Manifests for cargo imported by rail and intended for discharge in the Republic must be submitted by the railway authority in respect of all cargo carried on the train.
