2 Background – Offender Management Process  GCSS Strategy (Safer, Cleaner, Better)  Mainly focused on locations  Currently becoming more focused on individuals  Increasing demand within GCSS to identify offenders and manage offending behaviour  Antisocial Behaviour (Scotland) Act 2004  Places statutory duties on Local Authority  Facilitates information sharing  Current information sharing practices  Police systems/ staff based within GCSS
