11.  TCHF requires that the Center requests are no more than 15% of their overall Center organizational budget as of Oct 2015  Concerning Collaborations for Health Coverage:  “first thought is that the prohibition would not apply to those FRCs who are serving in an applicant role for a local collaboration under this funding opportunity. This might be impacted by exactly how the proposal is structured, and they’d still have to demonstrate adequate capacity to manage the project. At a minimum, I think that we’d consider any issues on a case by case basis.” Kyle Sargent
