Arctic Marine Strategic Plan Update to the EPPR Working Group Meeting, Ottawa, Canada June 16-17, 2014

Main Message The AMSP is an Arctic Council product and will inform the future work plans of all Arctic Council working groups with marine interests EPPR involvement is necessary to ensure its accuracy and success

Background/ rationale for a new AMSP Most strategic actions from the AMSP 2004 completed –AMSA –AOR –LME –RPA-Arctic –AOOGG –EBM Increasing pressures from climate change economic activities and pollution Concept of EBM evolved since 2004 Decision in 2011 by AC Ministers that PAME will lead the development of a new AMSP

AMSP Workshop in Reykjavik June 2013 First scoping workshop with initial discussions based on a ”zero” draft Representatives from Arctic countries, PPs, working groups and organisations, including observers Some key outcomes from the workshop: Need for coordination within the AC on EBM, Involvement of other AC Working Groups essential; The AMSP is a visionary document, must be forward looking for 10 yrs

AMSP - Collaboration with Working Groups AMSP is an Arctic Council product and it is important to coordinate the revision process with other Arctic Council working groups. Letter sent 16 Sept. 2013 to other Arctic Council Working Groups to engage Working Group Chairs via correspondence. PAME recognizes the interlinkages between follow-up actions under the AOR, AMSA, and other processes with the AMSP strategic actions and urges coordination between these processes.

AMSP- Overall goals (draft) 1.Improve knowledge of the Arctic marine environment, and continue to monitor and assess and monitor the current and future impacts on Arctic marine ecosystems. 2.Conserve and protect marine biodiversity and ecosystem function to enhance resilience and the provision of ecosystem services. 3.Promote value creation through safe and sustainable use of the marine environment, taking into account cumulative environmental impacts and minimizing risks of negative impacts from human activities. 4.Enhance the well-being of Arctic communities and strengthen capacity to adapt to changes in the marine Arctic.

Progress fall 2013-present A 3rd draft of the AMSP sent out to PAME members and AC Working Groups for comment in late January with April 2014 deadline. The deadline extended until mid may, comments and feedback received from some Working Groups and PAME Members. The document will be revised over the coming months based on input received to date.

AMSP Strategic Actions A key component of the AMSP is the strategic actions, which will inform all the marine related activities for the AC Working Groups for the next 10 years. Input is still needed to refine and focus the strategic actions, and to ensure they are sufficiently forward looking to span the 10 yr period of the new AMSP. Strategic actions in the current draft of the AMSP have been largely based on recent AC report recommendations (AOR, EBM, RP3 Report, AMSA, SWIPA, ABA, AOA, etc)

AMSP- EPPR related Strategic Actions The 3 rd draft of the AMSP contains some Strategic Actions which are directly linked to EPPR’s work, e.g.: –Consider measures to enhance the sharing of information related to oil spill prevention/response (EPPR RP3 Report) –Explore the use of satellite monitoring for oil pollution for early intervention and response, –Support the research and development of oil spill response and mitigation measures, –Consider approaches to address safety and environmental concerns with respect to types of vessels that, due to their size, routes, and nature of activity, may not be subject to the Polar Code and identify remaining gaps in Arctic infrastructure and mapping(AOR Report). Still draft, but PAME needs guidance to determine if these actions reflect realistic/current work, or are right level of detail

Timeline/Next Steps Final draft revised AMSP completed during the summer 2014, to be discussed at the 2nd AMSP workshop to be held September 15, 2014 in Whitehorse Yukon ( one day prior to the PAME II-2014 meeting) Invitations to the Sept. 2014 AMSP Workshop will be sent to working group chairs shortly. EPPR participation is highly encouraged PAME I-2015 meeting (Spring 2015) agree to a final version of a new AMSP for submission and approval by SAOs and at the 2015 Ministerial meeting
