3 Levels of quality control Quality of the modular system Structure, format of the modules, repeated usability, relevance of the competences taught, etc. BEKOM (Coordination office for modular vocational training in specific professional fields) / professional association / OdA (organisations of the professional world) unter the rules of ModuQua “Quality of the network” Equivalence of the module and the “modular construction kit” tests, co-operation, etc. BEKOM / professional association / OdA under the rules of ModuQua Quality of the provider Structures, processes, effects eduQua, (quality label for continuing education), ISO (international organisation for standardisation), TQM (total quality management) Quality of the modules (quality of the classes) Learning situation, learning process, learning success Quality control of the provider, QSK (commission for quality control) / PK (examination commission)

4 Module Principle: a module is never alone. That means: A module is always part of a “modular construction kit” / modular system. An individual course is not a module. A “modularised” course with “modules that are not recognised anywhere else does not actually belong to the modular system.

5 Recognition of modules State of affairs:Therefore: ModuQua wants to control the modular system as a whole. ModuQua supports associations, OdA and developing BEKOM in the field of “modular competences”. If an association has developed a modular system, single modules are far less important than the coherent system. ModuQua recognises associations, OdA and BEKOM, so that they in turn are able to recognise the modules in their field under the rule of ModuQua. The examination of the module content requires a specialised competence that does not exist within ModuQua but to a high degree within associations.

6 Criteria for the recognition of associations Qualified experts (in a specialised field / in didactics and in the development / control of the modular system Module identification / module plan for the modular system Institutionalisation of the module test; QSK Obligation to recognise equivalent modules of other modular systems Guarantee of processes for the recognition of competences which have been acquired elsewhere.
