Both submissions and dollars awarded are declining. Concomitantly, the funding ratio for submitted proposals is increasing. The only thing that will reverse this trend is to increase the number of submissions.

Improve data capture and reporting, particularly for individual fellowships and awards Build capacity through workshops, seminars, training for proposal writers Sustain and build outreach program to encourage increased submissions Develop mentoring and incentives to support grant-seeking
