1 Summary Key Messages: Government Perspective 1.Preference for five year contracts: more sustainable service delivery models and better able to manage staff turnover 2.Focus on prevention and early intervention: emphasis on being able to quantify impact in terms of economic benefit both direct and indirect 3.Proposition is that placed based interventions have a better return on investment (FRSA Value for Everyone Report)

The Expert Panel will be established to: identify interventions and determine the optimal methods of service delivery support, through mentoring and training service providers, an increased focus on research, evaluation and practice 5. NCE vs ACNC – The National Centre of Excellence: still working through what that looks like though sector driven vs government controlled

3 Summary Key Messages: Government Perspective 6.Red Tape reduction: new and improved ways of collecting and using program performance data from 1 July 2014 (training will be provided) 7.New language: Grant Agreement Managers vs Contract Managers Grant Reforms vs Contract Reforms

Better clarity of separation of powers Federal /State with a view for collaboration to reduce duplication 10. Maintaining focus on both universal and targeted services with flexibility for regional differences including growth corridors

Clarity needed about the Expert Panel in terms of: conflict of interest selection of panel members potential to support or stifle innovation 12. Relationship between NCE, the Expert Panel and existing Peak Bodies? Are these either “or”s or both “and”s?

6 SEF Summary Key Messages: Evidence Informed Decision Making 13. Support for evidence informed focus – evidence needs data, systems change needs shared data. What is the way forward post FRSP online? 14. FRSA and the sector should lead - developing data and measurement for evidence informed policy and practice decision making 15. FRSA to support members with capacity building to grow the measurement and evidence base (Data across up and down!)
