6 Value of energy users 4 energy users in private homes, state and municipal facilities play prominent role in energy market 4 their share in Ukraine’s energy demand steadily increasing while buildings got more appliances and equipment 4 more then 20% of municipal budget are used to pay for energy resourses

7 Barriers for EE in buildings 4 lack of energy meters and controls in buildings 4 no energy/cost accounting, little awareness about energy efficiency among end-users 4 pure operation and maintenance of energy systems and equipment. 4 lack of knowledge and experience of building owners in demand-side energy management 4 limited funds for energy efficiency projects.
