3 Purpose To inform the Portfolio Committee about activities and relevant information out of the province. To update the Portfolio Committee about challenges and successes in the province 2

6 Portfolio Committee oversight visit Free State - 2005 Leadership and Management >>> Communication with Staff by Provincial Management. Personnel meetings on monthly and weekly basis, as well as continuous informal briefings when necessary. One on one meeting with officials is also taking place to enhance service delivery. Frequent visits are conducted by Provincial Manager and his Deputy, where meetings and discussions are held with officials at ground level, discussing service delivery issues, departmental strategy and getting inputs from staff regarding their problems and concerns. The Provincial Office communicates with the regions via the following media, Facsimiles, e-mails, circulars, notices, personal interactions and meetings. 4

7 Portfolio Committee oversight visit Free State -2005 How are we dealing with Rotation of staff to eradicate corruption >>> To improve service delivery in all offices. Officials are assigned to act as queue marshals as well as easy readable directive signs in demarcated areas, (e.g. where to collect IDs). Client Relations Officers appointed at Regional Offices to deal with client problems and queues Do we have a nodal point in Head Office !!! There are nodal points at Head Office through Chief Directorate of the core DHA functions to deal with queries from provinces. 5

8 Portfolio Committee oversight visit Free State - 2005 Immigration issues. Equipment for immigration officers. All officials are provided with bullet proof vests, magnifying glasses, torches, reflector jackets and Entry and Departure stamps. Training of SAPS and prosecutors on the amended Immigration Act Through clusters and the Provincial joints, DHA provided training to SAPS and Prosecutors on the new immigration laws. Training was provided to immigration officers on the new immigration laws as well as the Refugee Act. Backlog at the Bethlehem office Deportation files backlog in Bethlehem was eradicated with the assistance of other offices within one week of that visit by members of the portfolio committee, 6

9 Portfolio Committee oversight visit Free State - 2005 To improve service delivery in all offices Continue. Regular updated address lists are submitted by Head Office to promote this relations. How do we deal with counter parts in Lesotho ?? Regular Cross Border Crime Committee meetings are held, as well as updating the South African High Commissioner to Lesotho. The Cross Border Crime Committee discusses issues of immigration between the two countries, such as Temporary Residence Permits and Cross Border Exemption. 7

10 Portfolio Committee oversight visit Free State- 2005 Immigration issues. Staff shortages. Thirty (30) Additional staff was employed at both Maseru and Ficksburg Bridge, since than. The structural problem was solved because the building has been completed and is shared by different departments e.g. SARS, SAPS, Department of Agriculture and Port Health Involvement with BCOCC. DHA currently chairing all the BCOCC meetings in the Free State province. 8

11 Portfolio Committee oversight visit Free State - 2005 Counter Corruption issues ( How do we inform communities about marriages for convenience) Awareness, information sessions are held with communities to make them aware of foreigners who want to get married to obtain citizenship, this is done during Imbizos and outreached programmes in the province on a regular basis. Awareness campaign, radio talk shows, pamphlets are distributed to encourage people to come and check their marital status. Security in all offices All offices that are at high risk have 24 hours security services. however minimum security is in place in all offices. 9

12 Portfolio Committee oversight visit Free State - 2005 Counter Corruption issues ( Biometrics and CCTV Continue The process of installing Biometric System is in place in some offices, others will been installed as an ongoing process. A request has been made with National BCOCC to install CCV TV surveillance cameras and they promised to prioritize this. Rotating of staff to curb corruption Relieving officials from Inspectorate are mostly utilized on spots where corruption is rive. Permanent staff is also rotated between different work stations on a daily basis. This practice is done to curb corrupt officials. 10

22 Status of Current operations Service Delivery Ports Of Entries Immigration officers exercise control over people who enters and leave the RSA. Immigration officers issues cross-border permits and contract work permits. Periodically immigration officers are used to man roadblocks with other stakeholders. We are using a number security guards to assist with opening the boom gates and check endorsement. 4 Ports Of Entries still need to employ its own staff. 20

23 Status of Current operations MASERU BRIDGE The office building was revamped recently to make provision for stakeholders at the border post to share building. Border post upgraded with new office accommodation to ensure smooth operations within the port parameter. Operating > 24/7 Average Entry per day 7650 and Average departure 8350 Staff per shift = 7 people 21

24 Status of Current operations VAN ROOYENSHEK Office accommodation was recently revamped by RAMP and is now in good condition. Operating Time : 6 h00 - 22h00 Average clearance per day 2400 entry and Depart 3000 per day Staff per shift = 3 people per shift 22

25 Status of Current operations FICKSBURG BRIDGE Office and residential accommodation have recently being revamped. Pedestrian section was fenced off separating pedestrians from vehicles resulting in better control and prevention of corruption and loiterers. Sufficient working stations for serving travellers. Operating Time: 24/7 Clearing on entry Average 8500 per day and departure 8300 per day Staff per shift = 6 23

27 Status of Current operations CALEDONSPOORT Office and residential accommodation have recently being revamped. Water works upgraded to solve water shortages problem. Operating Time: 6H00 – 22H00 Clearing on Average on entry 3450 and departure 2720 Staff per shift = 3 people 24

29 Challenges and possible solutions Ports of Entries Challenges Staff shortages Corruption Systems and procedures Level of Leadership Possible Solutions Need to fill all vacancies in 1 financial year CCTV to be implemented in all border posts and must be monitored by independent people like NIA. We need to revisit the processes. Upgrade MCS, link all ports of entries to each other and provide ports with hand held scanners. Upgrade both offices and provide more officials accommodation. To appoint ASD at all border posts who will be the officers in charge and leaders. 17

It is not conducive to service delivery. Health and safety risk. Dpw negotiated better space on the ground floor we will be moving in August 2007. Equipment Office equipment, computers and furniture's are in good condition. The obsolete furniture will be disposed off. We are in the process of disposing off obsolete furniture in this office 30

Dpw has been instructed to negotiate buying of this building and better demarcation to be effected. The office space need to be re- designed to fit service delivery The negotiations are on the way. The new Home Affairs model office will be erected in Phuthaditjhaba and will be in place by early 2008. -The negotiations are in an advanced stage. Equipment Office equipment is in good condition We are in the process of disposing off obsolete furniture in this office 32

A new office will be opened in Kroonstad on the 1 April 2007. This office is conducive to service delivery. The office is offered by the municipality. A new office will be opened in Koffiefontein on the 1 April 2007. This is good for service delivery. Equipment We are using old equipment from the Bloemfontein office. We purchased new equipment and furniture in the current financial year. 34

The DPW tendered and could not get any applications. DPW has identified buildings in the area and they are busy negotiating with the landlords. Equipment We are using old equipment from the Welkom office. We will be buying new equipment in the new financial year. 35

43 Office and Equipment Conditions Maseru Bridge PoERenovated. Due to increase staff accommodation have become inadequate on completion. A New needs analysis has been provided by MS. Negotiations with BCOCC is in progress. Ladybrand Service Point Current accommodation too small. On the lookout for other accommodation. Safety risk. 39

44 Office and Equipment Conditions Caledonspoort POE Good condition no renovations expected soon Form part of RAMP project. Ficksburg Bridge POE Good condition with no board room for meetings. The matter has been discussed with BCOCC. Van Rooyenshek POE Entry and departure are on the same side of the building. Needs analysis has been provided to improve this situation. 40

45 Office and Equipment conditions Most of our Service points, which are manned by two officials are in Municipality buildings which are quite small, but are equipped with equipment that is in good condition. We have 10 mobile offices which are also well equipped. 41

46 Mobile Units and their Programme The province have 10 Mobile trucks, which are used to visit rural areas such as; Farms schools, farms, and Small towns, which are rural. We also have small vehicles to visit small towns, Hospitals, Old age homes and help people who need our services, they take applications and bring to the office for process sing. The trucks also provide information and awareness programs, on issues such; Fraudulent marriages, and requirements to apply for these documents. The programme for the mobiles is attached. 42
