Our Mission Statement The mission of FOXCOMM is to provide to all municipalities within the four counties a reliable and responsive communications link between fire, police, rescue, emergency medical and emergency government services. 3

FoxComm Initiatives Draft Project Objectives and Description January 1997 The FoxComm Initiative The long term objective of the FoxComm Initiative is: FoxComm will facilitate the development of a common radio and data communications network for the member Public Safety agencies, again utilizing existing resources, examining the addition of necessary resources, or possibly developing a new common system, whenever possible using emerging technologies. The related issues of financing, acquisition, shared ownership, and on-going management require additional research and development. FoxComm will facilitate the standardization of the region’s operating practices and protocols within the Public Safety telecommunications functions, with the goals of increasing interagency operating effectiveness, increasing safety of Public Safety personnel, increasing the dissemination of critical and timely 9-1-1 information, and increasing the fiscal efficiency of providing dispatch services. This objective will largely be driven by Operations personnel in the agencies within the region, with the input from administrators and technical expertise by project management. As FoxComm evolves, it should move from a conceptual model to a defined entity; this process will require support from both operational and political levels within the region. FoxComm Project Objectives The objective of the first phase of the FoxComm initiative is to create a set of standards for information systems, information sharing and data communications for the various public safety organizations in the Fox Valley area. The standards would allow participating organizations to share information and resources, resulting in higher levels of service and lower costs than possible if each organization operates autonomously. In addition to the development of standards, plans for putting in place shared communications architectures – to be phased in over a period – are also to be developed. 4

FoxComm Fiscal Advisory Board 3 Members from each county Appointed by County Executive or Administrator Members: Sheriff and/or Department Head responsible for Emergency Communications Administration or their designee from each County County Board Member Responsibilities: Outlined in Intergovernmental Agreement FoxComm User Technical Committee 4 members from each county Members: MIS Director or Designee Sheriff’s Department/Communications Center or designee Local Law Enforcement Representative Fire Protection/Emergency Medical Services Responsibilities Outlined in Intergovernmental Agreement County Communications Committees Membership determined by individual counties. May also have work-groups or sub-committees Responsibilities: Primary communication link between FoxComm and Public Safety Agencies Intra-county policy and protocol development aligned with FoxComm Intra-county budget, research and implementation recommendations Work Groups Appointed by the FoxComm User Technical and Fiscal Advisory Committees Members - Staff supplied by each Member County and/or the agencies within each county Responsibilities: Accomplish the tasks necessary to meet the needs, goals and objectives of FoxComm Examples: CAD Code Group, Mapping/GIS Group, IS Group, Fire Work Group, LE work Group, others as needed 6

Cost Savings - $$ The cost of the CAD system including equipment was approx. $725,000. The Calumet County portion was approx. $ 50,500 giving a savings of $674,500 if we had done this project without the other FoxComm Counties. The on-going maintenance is approx. $90,000 with a cost to Calumet County of $ 6,300. Again an annual savings of $83,700. All upgrades and improvements to the system or the shared network are split between the counties. The cost sharing is based on the population. Calumet’s percentage is 6.94%. There are similar cost savings for the other counties. 7

Which pieces are FoxComm and which are Calumet County? FoxComm provides the inter-county network FoxComm provides the Computer Aided Dispatch infrastructure – servers, routers, etc. FoxComm network allows agencies to view data from county owned Record Management Systems (RMS) and WIJIS Calumet County owns the computer workstations at dispatch and law enforcement Offices Calumet County owns and provides the intra-county network and devices Calumet County provides a Law RMS through an agreement with Outagamie County 9

The cooperative and collaborative effort of the staffs of each member county, including Information Services, Communications, Law Enforcement, Fire/EMS and Administration, is the basis for the continued success of FoxComm! 12
