29 General Operating Objectives: 1.Support Re-entry Operations. 2.Support Human Services operations. 3.Develop extended shelter plan. 4.Restore Critical Infrastructure. 5.Continue Logistical operations. 6.Develop an Emergency Fuel Strategy. 7.Coordinate operational support to Task Force Florida Planning Assumptions: 1.The operational area will be split between south Florida, the Panhandle, and Mississippi. 2.Search and Rescue operations will be lengthy and difficult. 3.The availability of resources is in short supply nationally. 4.Due to the size and scope of the event, resource outsourcing will likely be required. 5.Due to the multiple operational areas, resource support must be well coordinated among. 6.Evacuees from other States will likely be in Florida over a prolonged period of time and will require an alternate approach to sheltering. 32 Emergency Services Current Issues ESF 4 & 9 Stennis: 46 ALS transport units and command vehicles (ESF 4&9 and 8) Florida Task Force 8, Engine Strike Team 3 and Region 1 Mark unit. 33 Emergency Services Current Issues ESF 8 Currently working with community partners to identify potential staffing resources to assist out-of-state areas impacted by Hurricane Katrina. Ambulance strike teams (46 ambulances, 9 command vehicles, 2 specialty vehicles, 3 support vehicles, 102 staff) are on scene at the Stennis Space Center, Hancock County, Mississippi. 2 RERAs deployed at Jackson and one at Stennis, Mississippi. The 8 member Health Coordination Team (8 staff) is staged to deploy to Mississippi; additional components rostered. As of 8/31/05 1200, 5 SpNS teams on standby for deployment to Mississippi. Portable toilets have been delivered to the EMAC at 10451 Larkin Smith Drive (Harrison County Jail), Gulfport, Mississippi for use by 300+ Florida law enforcement officers. Request for 200 Port-o-lets and 40 hand-wash stations to be delivered to Gulf Coast Coliseum, Biloxi, MS. The poison control center surveillance that was initiated for the Panhandle area post Katrina will continue operate for 2-3 more days. DMORT being deployed to Southern Mississippi September 1.

37 Human Services Current Issues ESF-6: Shelter Operations 39,696 Meals and 6,124 snacks have been served 16 shelters open with a population of 1315 evacuees County breakdown of current shelter operations Panhandle Operational Area: 15 Shelters with 1287 evacuees South FL Operational Area: 1 Shelters in Miami-Dade with 28 evacuees Shelters on standby in the Panhandle: 0 ESF-11: 80 trucks of water and 83 trucks of ice have been sent to South Florida 52 trucks of water are staged at White Springs 53 trucks of water and 44 trucks of ice at Tallahassee ESF-15: Volunteers and Donations Hotline 1-800- FLHELP1 is Open ESF-17: Large animal assessment team continues to be on-scene in Miami-Dade. Continued monitoring for pet food commodity needs.

Florida and shelters in Panhandle. ESF-11: Continue coordinating the shipment water and ice with logistics and the staging areas for both operational areas ESF-15: Continue coordinating with Volunteer agencies meeting volunteer agency requests ESF-17: Continued response to animal related issues due to flooding and prepare to support possible requests for mosquito control.

Both south Florida and panhandle wireless outages, normal operations. Mobilizing EMAC support team. Mobilizing transportable communications equipment in support of EMAC operations.

Panhandle area local EOCs have spot checked and report adequate fuel for first responders. Per AAA, Escambia County has about 60% stations w/o fuel and 25% running low; other panhandle counties have mostly spot-outages. Red Dye Diesel waived for road use in FL, AL, MS and LA. Fuel available at Milton and Crestview FDOT Maintenance Yards for first responders deploying to (or from) Mississippi Area of Ops. DEP, FDOT, FWC and SERT Logistics preparing fuel strategy. ELECTRIC Broward County –1,580 outages (>1%) and Miami-Dade County – 13,910 outages (1%). (trk# 40) Escambia County –0 outages (0%), Santa Rosa 0 outages (0%).( Escambia and Santa Rosa county 100% Operational ) For ETR see trk #390
