CBHE in Europe in its infancy; providers are scattered; Southern MS main receivers; Anglophone, public universities major exporters. Regulatory frameworks highly heterogeneous, but only weakly related to the incidence of CBHE activity; less regulation governing exporting CBHE activities. Assumption: Quality and quantity of provision in receiving country seem key factor, which makes CBHE attractive for both exporters and recipients alike.
