2. 2 SP – Cash on Delivery Scheme - Features 29/08/2012SP – Cash on Delivery  This is a contractual service that provides the facility of collecting the sum of money specified at the time of posting by the sender of the Speed Post article and the amount shall be remitted to the sender through ePayment.  Any Speed Post bulk customer as defined in OM No. 57-02/2010- BD&MD dated 10.12.2010 and any subsequent instructions issued on the definition of Speed Post bulk customer by Business Development & Marketing Directorate may send Speed Post Cash on Delivery article.  The Bulk Customer has to first enter into an agreement with the Department for booking of SP articles, which will result into the customer being allotted an account number.  Subsequently, the bulk customer will enter into another agreement for booking of SP COD articles, which will involve creation of eBiller ID.  Operational and Accounting procedures have been detailed in the SOP.

3. 3 SP – Cash on Delivery Scheme - Implementation 29/08/2012SP – Cash on Delivery  SP COD facility is initially made available to BNPL Customers only.  There will be two types of SP COD articles – ordinary and Insured.  There is no separate article type implementation for SP COD articles in Speednet.  SP COD articles will be identified based on the barcode prefix allotted to specific COD Customers.  Speednet implementation will relate ordinary COD articles as SP articles and Insured COD articles as Insured SP articles.  Booking & Dispatch of COD articles will be in Speednet; COD articles will be received for delivery in Speednet and transferred to Meghdoot Postman module; Payments related to COD articles delivered will be made in Treasury module through ePayment data and Billing will again be done in Speednet.

26. 26 Meghdoot Postman – COD Articles Invoicing 29/08/2012SP – Cash on Delivery  Once the articles are available in postman, they will appear in COD – Post Sorting form for invoicing.  Only articles with amount <=Rs 5000 can be given to postman for delivery.

Delivery offices handling RTS articles will receive messages from Speednet Central Server with COD value as ‘0’ through normal communication process. However, for RTS Articles double the rate of Speed post tariff will be collected at the time of monthly billing.
